Ukraine in Europe: One Hard-Earned Step Closer

Mariana Budjeryn writes: War never stops at the border, especially on a continent like Europe. The European Union absorbed millions of Ukrainian war refugees and poured billions of euros into Ukraine's defenses and economic survival. The war permanently reshaped Europe: its demographics, political economy, and energy architecture are shifting in ways that will have irreversible long-term consequences. All of this is because in a very real sense Ukraine already is inextricably woven into the fabric of Europe: Ukraine’s pain is Europe’s pain and Ukraine’s gain will inevitably be Europe's gain, too.

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

Symposium on the Non-Proliferation Treaty, Nuclear Disarmament, Non-proliferation, and Energy: Fresh Ideas for the Future

The ninth Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at the UN Headquarters in New York from April 27-May 22, 2015. This is the fourth such conference since the indefinite extension of the NPT in 1995. Participating governments will discuss nuclear disarmament, non-proliferation, and the peaceful use of nuclear energy with a view to arriving at consensus on a number of issues.

Who Are These Belligerent Democratizers? Reassessing the Impact of Democratization on War

In a key finding in the democratic peace literature, Mansfield and Snyder argue that states with weak institutions undergoing incomplete transitions to democracy are more likely to initiate an external war than other types of states. We show that the empirical data do not support this claim. We find a dearth of observations where incomplete democratizers with weak institutions participated in war. Additionally, we find that the statistical relationship between incomplete democratization and war is entirely dependent on the dismemberment of the Ottoman Empire prior to World War I. We also find that the case selection in Mansfield and Snyder rarely involved incomplete democratizers with weak institutions. We therefore conclude that the finding that incomplete democratizers with weak institutions are more likely to initiate or participate in war is not supported by the empirical data.
