Joseph Nye argues that prudence results from the fear of creating unintended consequences in unpredictable systems and can develop into a norm of nonuse or limited use of certain weapons or a norm of limiting targets. Something like this happened with nuclear weapons when the superpowers came close to the brink of nuclear war in 1962, during the Cuban missile crisis. The Limited Test Ban Treaty followed a year later.

The Icelandic Ministry for Foreign Affairs recently published an extensive report with a detailed analysis on the current relationship between Greenland and Iceland with 99 recommendations on how to strengthen their co-operation. Halla Hrund Logadóttir moderated the discussion.

The authors argue that more determined efforts to globalize renewable energy transmission can confer significantly higher economic and environmental benefits from renewables on billions of people. This can be done by exploiting spatial differences between electricity loads and net renewable generation across time zones (temporal arbitrage) and latitude (seasonal arbitrage). Using very long distance, ultra-high voltage (UHV) transmission infrastructure, temporal and spatial arbitrage can move low-cost clean electricity from areas with excess capacity to high demand zones in other countries and even continents.

The Belt and Road Initiative (BRI) is an important cooperative framework that increasingly affects the global economy, trade, and emission patterns. However, most existing studies pay insufficient attention to consumption-based emissions, embodied emissions, and non-CO2 greenhouse gases (GHGs). This study constructs a GHG emissions database to study the trends and variations in production-based, consumption-based, and embodied emissions associated with BRI countries

The Bulletin of Atomic Scientists has published a document from the Pugwash Conference on Science and World Affairs concerning nuclear problems and tensions in the time of COVID-19. The document has been co-signed by a large number of Pugwash colleagues and personalities.

The arguments in favor of the United States' declaring that the only purpose of its nuclear weapons is to deter others who possess them from using theirs — in other words, that in no circumstances will this country use nuclear weapons first — are far stronger than the arguments against this stance. It must be hoped that the next US administration will take this no-first-use step promptly.

In an event co-hosted by the Project on Europe and the Transatlantic Relationship’s (PETR) and the Asia Center, Cathryn Clüver Ashbrook, Executive Director of the Future of Diplomacy Project and the Project on Europe and the Transatlantic Relationship, moderated a panel discussion on China’s technological rise and its impact on the US-EU relationship. The panel featured Joel Brenner, Senior Research Fellow at the Center for International Studies; Danil Kerimi, Head of Technology Industries Sector, Digital Economy and Global Technology Policy, the World Economic Forum; Meicen Sun, PhD Candidate in the Department of Political Sciences at MIT; and Daniel Weitzner, Founding Director of the Internet Policy Research Initiative. 

The Policy and Action on Plastic in the Arctic Ocean workshop was held at the Harvard Kennedy School on 30–31 October 2019. The speakers' bios and presentations are now available.

The Arctic Transformation and Resilience Study Group, led by Arctic Initiative Senior Fellow Joel Clement, will give students the opportunity to learn about and work on issues of Arctic resilience. Working together to deliver a compilation and brief analysis of existing policies that support or inhibit resilience in the Arctic, students will have the opportunity to meet with top Arctic scientists, policymakers, indigenous knowledge-holders, and finance experts, while developing a report that will be delivered to the Secretariat of the Arctic Council Sustainable Development Working Group.
