Russia and the Global Nuclear Order

Russia's 2022 invasion of Ukraine illuminated the long profound shadow of nuclear weapons over international security. Russia's nuclear threats have rightfully garnered significant attention because of the unfathomable lethality of nuclear weapons. However, the use of such weapons in Ukraine is only one way—albeit the gravest— that Russia could challenge the global nuclear order. Russia's influence extends deep into the very fabric of this order—a system to which it is inextricably bound by Moscow's position in cornerstone institutions such as the Nuclear Non-Proliferation Treaty (NPT) and the International Atomic Energy Agency (IAEA). From withdrawing from key treaties to stymieing resolutions critical of misconduct, Moscow has demonstrated its ability to challenge the legitimacy, relevance, and interpretations of numerous standards and principles espoused by the West.

Chernobyl’s effects went well beyond radiation, rippling through the social and political fabric of a deteriorating society. Chernobyl helped to bring down the Soviet Union and constrained independent Ukraine’s nuclear options. It still reverberates today on the front lines of the war in eastern Ukraine and in Moscow’s denials that it is involved in undermining Ukraine’s territorial integrity.

Nuclear Energy in the Middle East? Regional Security Cooperation Needed

Nuclear power in the Middle East has appeared poised for dramatic growth for more than a decade.  Iran’s nuclear power plant at Bushehr, the first of its kind in the Middle East, began producing electricity in 2011. Tehran has plans or proposals for additional 11 reactors, according to the World Nuclear Association. Saudi Arabia has announced plans to build 16 nuclear power reactors by 2040. The UAE has four nuclear power reactors under construction, the first of which is expected to come online later this year.  Egypt, Turkey, and Jordan, are each pursuing the development nuclear energy at their own pace.  The appearance of activity is impressive.

Ensuring Iran’s Enrichment R&D is for Peaceful Purposes

Iran announced last week that it would start feeding its first IR-8 centrifuges with uranium hexafluoride gas (UF6). The 2015 Iran nuclear deal states that Tehran’s breakout time (the time needed to enrich uranium enough for a nuclear bomb) is one year, but that is based on Iran only using the first-generation, less-efficient IR-1 centrifuges. With more powerful IR-8s and other advanced centrifuges, Iran could enrich uranium for a weapon much faster. In three to four years, the country could be able to deploy large numbers of advanced centrifuges – if it can convince the international community that its nuclear program is peaceful and that it should be treated like any other nation, without restriction on its nuclear and enrichment activities.

How Trump Can Strengthen US Leverage Against Iran

Before trashing the Iran deal — the agreement inked last fall, which limits Iran’s nuclear program in exchange for sanctions relief — the incoming Trump administration should consider how a policy of soft economic engagement with Tehran could provide Washington with strategic leverage and increased bargaining power in a post-Iran deal world.

Throughout his campaign, now President-elect Trump attacked the Iran deal, claiming that “it will go down in history as one of the worst deals ever negotiated.” The future of the deal now seems to be far less certain, as Trump fills key positions with outspoken critics of the agreement. Congressman Mike Pompeo (R-KS), Trump’s recent pick for CIA director, is well-known for his hardline stance on the deal, recently noting that it should be “rolled back.”

Article VI of the Nuclear Non-proliferation Treaty (NPT) calls for “..... a treaty on general and complete disarmament under strict and effective international control”. Complete elimination of nuclear weapons by a state requires verification of the dismantlement of nuclear weapons and related manufacturing facilities, and to provide assurances that all fissile materials from weapons, materials designated for weapons use, its scrap and other wastes, are accounted for, and any remaining nuclear activities be introduced for civilian use.
