On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.

In this op-ed for Iran Matters, Aaron Arnold provides a crucial update on the status of the economic sanctions placed on Iran. He argues that in the short term, a lack of sanctions relief will continue to damage the Iranian economy and undercut efforts by the Rouhani Administration to revitalize growth. However, he points out that new developments in the global economy, such as the creation of an alternative to the SWIFT financial messaging system pushed by Russia and China, will possibly degrade the effectiveness of sanctions in the long run.

On January 30, 2015, Matthew Bunn presented "Mitigating Climate Change: How Much Can We Hope For From Nuclear Power?" for the Harvard University Model United Nations. The full presentation is below.

"Iran...may not have been the United States' best friend in the past three and a half decades, but it remains a legitimate nation-state. It has a political system with a series of checks and balances and some level of accountability and debate. Importantly, Iran can be deterred. Ideology is certainly a driver behind Tehran's decision-making, but its national interests dictate much of its actions. These interests in turn do not always converge with those of the United States, nor do they always conflict."

"This short piece provides a number of recommendations for countries in the region to strengthen nuclear security through a regional process, independent of a global one. In addition to enhancing nuclear security and ensuring that nuclear materials and weapons do not fall into the hands of terrorists, our approach would also help establish confidence and security-building measures in a region that lacks both security and confidence."

Given the seriousness of the ongoing standoff on the Korean peninsula, South Korea's emergence as an active contributor to international security addressing challenges far from the Korean peninsula is a striking new development, marking South Korea's emergence as a producer rather than a consumer of global security resources. This volume outlines South Korea's progress and accomplishments toward enhancing its role and reputation as a contributor to international security.

The risks posed by the proliferation of cyber weapons are gaining wide recognition among security planners. Yet the general reaction of scholars of international relations has been to neglect the cyber peril owing to its technical novelties and intricacies. This attitude amounts to either one or both of two claims: the problem is not of sufficient scale to warrant close inspection, or it is not comprehensible to a non-technical observer. This seminar challenged both assertions.

In September, experts from Harvard University, the Massachusetts Institute of Technology, and other Boston-area universities participated in a three day conference convened by the Belfer Center to examine policy choices facing the fast-changing field of information and communications technology.

"Enabling infrastructure (public utilities, public works, transportation, and research facilities) is essential for agricultural development. Infrastructure is defined here as facilities, structures, associated equipment, services, and institutional arrangements that facilitate the flow of agricultural goods, services, and ideas. Infrastructure represents a foundational base for applying technical knowledge in sustainable development and relies heavily on civil engineering. This chapter outlines the importance of providing an enabling infrastructure for agricultural development."

The Spring 2011 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This issue highlights the Belfer Center’s continuing efforts to build bridges between the United States and Russia to prevent nuclear catastrophe – an effort that began in the 1950s.
