"Belfer Center Newsmakers" highlights members of the Belfer Center community who have been featured recently in the news.

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

"The key to a solution to both — the quagmire that has unfolded in Syria and the threat posed by Islamic terrorism — is to deprive the terrorist groups of their main propaganda tools and to form a new Syrian government that excludes Assad (and his foreign Shiite allies) but includes representatives from all of the non-fundamentalist groups involved in the civil war."

On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.

On February 16, 2015, Professor of Practice Matthew Bunn presented "The Iranian Nuclear Crisis: Next Steps" for the Harvard Project for Asian and International Relations.

Weapons of Mass Destruction or of mass delusion? To nail or derail. Ambiguity in Iran's weapon acquisition dynamics exacerbates mistrust, which is the core reason for the present standoff at the negotiating table. In this paper, the author elucidates the Iranian military's capability and intention by delving into the main componential elements of weapon acquisition.

The ninth Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at the UN Headquarters in New York from April 27-May 22, 2015. This is the fourth such conference since the indefinite extension of the NPT in 1995. Participating governments will discuss nuclear disarmament, non-proliferation, and the peaceful use of nuclear energy with a view to arriving at consensus on a number of issues.

But this is not generally due to religious belief but rather to the fact that the regime's interests and the national interest do not align—for example, Iran and Israel have many common strategic interests, yet Tehran has adopted anti-Israeli rhetoric and policies since the 1979 revolution. This stance may not serve national interests, but it certainly advances the Islamic Republic's interest in a strong, external-enemy narrative."

Weapons of mass destruction (WMDs) are not suitable for the Iranian Army, given its non-mechanized nature; its defensive military posture; its current status as a non-nuclear weapon state; and its sufficient conventional preparation to meet its protective security interests. This paper proposes three interlinked policy approaches to resolve the current impasse.
