2016-2017 Harvard Nuclear Policy Fellowships

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.

Three Myths about the Iran Sanctions

"Speaking from the White House earlier this month, President Obama announced details of a framework agreement between Iran and the P5+1—the United States, Russia, China, France, the United Kingdom, and Germany—that limits Iran’s path to building a nuclear weapon over the next 10 to 15 years. Although negotiators will finalize technical details between now and the June 30 deadline, the parameters provide Iran with sanctions relief in exchange for limits on its uranium enrichment, converting its Arak heavy water reactor, limiting the number and type of centrifuges, and agreeing to intrusive inspections. Should Iran cheat or fail to uphold its end of the bargain, however, the United States and its allies reserve the right to “snap-back” into place tough economic and financial sanctions..."

Don't Ban Students Based on Nationality: What Can We Learn from Europe?

The decision of the University of Massachusetts Amherst to categorically ban Iranians was not only gross discrimination, but also a violation of academic freedom. A similar policy was adopted in the Netherlands a few years ago and later rebuked by the Dutch Supreme Court. Universities must remain open to people from all races, religions, and nationalities.

Symposium on the Non-Proliferation Treaty, Nuclear Disarmament, Non-proliferation, and Energy: Fresh Ideas for the Future

The ninth Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at the UN Headquarters in New York from April 27-May 22, 2015. This is the fourth such conference since the indefinite extension of the NPT in 1995. Participating governments will discuss nuclear disarmament, non-proliferation, and the peaceful use of nuclear energy with a view to arriving at consensus on a number of issues.

Do Homework Before Supporting Groups in ISIS Fight

"The United States and several key regional states, including Israel, Iran, Saudi Arabia, and Turkey may have very different interests, but they all have a shared interest in better understanding and working together to stop groups that dislike Americans as much as Jews, Persians, Shi’as, secular Muslims, and the Saudi monarchy. They should refrain from empowering and expressing blind support for a group or entity without fully understanding it first."

In the lead-up to the nuclear security summit, Advancing Nuclear Security: Evaluating Progress and Setting New Goals outlines what was accomplished in a four-year effort launched in 2009 to secure nuclear material around the globe—and what remains to be done. The effort made significant progress, but some weapons-usable nuclear materials still remain “dangerously vulnerable." The authors highlight the continuing danger of nuclear and radiological terrorism and call for urgent action.

Smashing Atoms for Peace: Using Linear Accelerators to Produce Medical Isotopes without Highly Enriched Uranium

Accelerators can eventually be substituted for nuclear research reactors for the production of medical isotopes and for neutron-based research and other applications. The use of accelerators would reduce dependence on HEU and decrease the resulting risks. The United States and other countries should work together to provide the funding and exchange of information and ideas needed to speed up the development, demonstration, and deployment of technically and economically viable accelerator technologies to substitute for research reactors.
