Further nuclear reduction under the current regimes seems unlikely. The US argues that Russia has violated the INF Treaty by developing and deploying a land-based cruise missile. Russia also makes the accusation that the Aegis Ashore missile defense system in Europe, capable of launching cruise missiles, has violated the INF. Furthermore, President Trump has repeatedly expressed his unwillingness to extend the New START Treaty for five more years after it expires in February 2021. The US-Russia bilateral disarmament process seems to have terminated. There have been some signs of nuclear build-up. The new US Nuclear Posture Review emphasizes the role of nuclear weapons while de-emphasizing strategic stability, reduces the threshold for nuclear use and calls for developing new low-yield SLBM and sea-launched cruise missiles. America’s nuclear policy might stimulate Russia and China to build new nuclear capabilities. North Korea’s advances in nuclear and long-range missile programs justify Washington’s investment in homeland missile defense, which in turn undermines China and Russia’s nuclear retaliatory capability and might result in a defense-offense arms race.

Despite the nuclear accident at the Fukushima-Daiichi plant in Japan, a growing number of countries are interested in expanding or introducing nuclear energy. However, nuclear energy production and nuclear waste disposal give rise to pressing ethical questions that society needs to face. This book takes up this challenge with essays by an international team of scholars focusing on the key issues of risk, justice and democracy. The volume provides perspectives from all main actors directly or indirectly involved in the debate over the future of these weapons.

This chapter summarizes the case that it is plausible that sophisticated terrorist groups could make a nuclear bomb if they got the nuclear material; that some terrorist groups have actively tried to get nuclear bombs in the past, and some groups are likely to try again in the future; and that unless urgent action is taken to improve nuclear security, it is plausible that terrorists might be able to get the potential nuclear bomb material they would need.

This study assesses current U.S. policy options on the Iranian nuclear question. It suggests that U.S. goals can be met through patient and forward-looking policymaking. Specifically, the United States can begin to lay the groundwork for an effective containment policy while continuing efforts to forestall Iranian weaponization. A successful containment policy will promote long-term positive political change in Iran while avoiding counterproductive provocation.

This chapter examines the relationship between security assurances and North Korean nuclear decision-making by focusing on four key areas: key geopolitical shocks that had a major impact on the North Korean regime; main sources of security assurances for North Korea over its history; this volume's hypotheses on security assurances based on how North Korea reacted to geopolitical shocks; and conditions under which security assurances may be most effective in dealing with North Korea in the future.

This timely book examines comprehensively the drivers of and constraints on a prospective nuclear revival and its likely nature and scope. Of special interest are developing countries which aspire to have nuclear energy and which currently lack the infrastructure, experience, and regulatory structures to successfully manage such a major industrial enterprise. The Fukushima disaster has made such considerations even more pertinent: if a technologically sophisticated country like Japan has difficulties dealing with nuclear safety and security how much harder would it be for a newcomer to the technology.

Matthew Kroenig's book, Exporting the Bomb: Technology Transfer and the Spread of Nuclear Weapons, was published by Cornell University Press. Kroenig argues that nearly every country with a nuclear weapons arsenal received substantial help at some point from a more advanced nuclear state. Understanding why states provide sensitive nuclear assistance not only adds to our knowledge of international politics but also aids in international efforts to control the spread of nuclear weapons.
