Russia and the Global Nuclear Order

Russia's 2022 invasion of Ukraine illuminated the long profound shadow of nuclear weapons over international security. Russia's nuclear threats have rightfully garnered significant attention because of the unfathomable lethality of nuclear weapons. However, the use of such weapons in Ukraine is only one way—albeit the gravest— that Russia could challenge the global nuclear order. Russia's influence extends deep into the very fabric of this order—a system to which it is inextricably bound by Moscow's position in cornerstone institutions such as the Nuclear Non-Proliferation Treaty (NPT) and the International Atomic Energy Agency (IAEA). From withdrawing from key treaties to stymieing resolutions critical of misconduct, Moscow has demonstrated its ability to challenge the legitimacy, relevance, and interpretations of numerous standards and principles espoused by the West.

Securing China’s Nuclear Power Plants

Since September 11, 2001, China has substantially advanced its physical protection system, with a switch in focus from the traditional "guns, gates, guards" approach to an effective mixed approach, combining personnel with modern techniques. Then-Chinese President Hu Jintao emphasized at the 2012 Nuclear Security Summit that, "In the future, China will further take nuclear security measures, make sure the security of its own nuclear materials and facilities, improve the overall nuclear security." This paper examines the specific and detailed physical protection approaches that are currently applied to China's nuclear power plants, and recommends further steps to improve China's existing nuclear security system.

The effort made significant progress, but some weapons-usable nuclear materials still remain “dangerously vulnerable." The authors highlight the continuing danger of nuclear and radiological terrorism and call for urgent action.

'In 2020, the DRC…

"The post-election era will require economic construction. Much of this will start with building essential infrastructure needed for growth — especially in transportation, energy and in telecommunications. The World Bank estimates the DRC's infrastructure needs at over US $5 billion a year over the next decade. After all, the country is the size of Western Europe, but has only 2,800 kilometres of all-weather paved roads running through it. This is about the same as Rwanda's networks of roads — even if Rwanda is some 90 times smaller than the DRC. The DRC also has extensive potential navigable waterways that need to be developed. And massive investment in air transportation infrastructure could make the country a hub for the rest of Africa, given the DRC's geographical centrality on the continent."
