Exponential Innovation and Human Rights

Technological innovation and the politics of global justice are two fields that interact quite extensively in international diplomatic discourse and public debate. Controversial issues, such as accessing essential medicines, reducing greenhouse gases, conserving biological diversity, providing clean energy, and expanding the adoption of green technologies, require answers at the intersection of technological innovation, international diplomacy, and global justice. Our approach is to start off with the broader understanding that justice is rights-based and then proceed to analyze it using a goal-based framework. This brings into sharp focus the relationships between innovation and human rights.

China's Uranium Enrichment Capacity: Rapid Expansion to Meet Commercial Needs

Based on satellite imagery, Chinese publications, and discussions with Chinese experts, This report suggests that China has much more civilian enrichment capacity than previously thought, and even more is on the way. If these new estimates are correct, China has enough enrichment capacity to meet its nuclear power fuel requirements for the coming decade and beyond. Further, China will have excess enrichment capacity and will likely become a net exporter of commercial enrichment services.

Water Markets in China

This discussion paper examines the development of water markets as a solution to water scarcity in China, with particular focus on Water Rights Trading (WRT). Water scarcity is an issue of growing concern for China, particularly in the north, where a combination of limited water supplies, economic growth, and population increases are increasingly straining water resources. The Chinese government has moved enthusiastically toward an embrace of market mechanisms to address water scarcity, with WRT being the preferred policy instrument in the agricultural sector, which accounts for the majority of water use in China. This discussion paper proposes several policy recommendations to improve the development of water markets in China, in particular by lowering the transaction costs to establishing markets and improving policy coordination.

"The military buildup by China, its Asia-Pacific neighbors and the United States is creating a classical security dilemma that is increasing the potential for military conflict in the region. Although history is replete with conflicts between existing and rising powers, conflict between China and the United States is not preordained. Opportunities exist in both the diplomatic and military arenas for both countries to actively engage the other in open and direct communication to increase transparency, reduce tensions, and improve understanding. It is in the best interest of the United States, China and countries around the world to confront the reality that is a rising nuclear-armed China and, in doing so, manage its accession into the regional and world order without conflict."
