Strategic thought in Europe is underdeveloped. Hard power and military force remain beyond the scope of many Europeans. That is a problem because the extent to which Europeans can understand the world determines the extent to which they can exert influence. The United States are in a relative decline and there is no guarantee that Washington will protect Europe against the rise of China, the threat from Russia, and/or the instability from the Middle East. Europe will have to stand upon its own feet and take responsibility for its own fate. Doing so not only requires significant investment in military resources, but also a renaissance of European realist thought.

"Creating innovation universities can be pursued through three practical stages. The first is to formulate a policy framework under which such universities operate. The second state is to translate the policy into specific legislative reforms to support the new university species. The third stage is to experiment by upgrading a few research institutes that have strong foundations and potential to commercialize products and services."

As Africa's position in the world continues to grow and evolve in 2014, the Brookings Africa Growth Initiative continues its tradition of asking its experts and colleagues to identify what they consider to be the key issues for Africa in the coming year.

Calestous Juma and Katherine Gordon argue that biotechnology has the potential to exponentially raise Africa's agricultural production, increase food security, drive economic growth and save African farmers millions of dollars.

"Biotechnology offers Africa a wider range of economic opportunities than the Green Revolution did. It is already being used to improve food production and establish or revive cotton production. Its economic impact is therefore likely to go well beyond the farm sector to include industrial development."

"Biotechnology has the promise of leading to increased food security and sustainable forestry practices, as well as improving health in developing countries by enhancing food nutrition. In agriculture, biotechnology has enabled the genetic alteration of crops, improved soil productivity, and enhanced natural weed and pest control. Unfortunately, such potential has largely remained untapped by African countries."

Cell phone use has grown faster in Africa than in any other region of the world since 2003....Of course, South Africa—the most developed nation—still has the highest penetration, but across Africa, countries have leapfrogged technology, bringing innovation and connectivity even to remote parts of the continent, opening up mobile banking and changing the way business is done.
