Russia and the Global Nuclear Order

Russia's 2022 invasion of Ukraine illuminated the long profound shadow of nuclear weapons over international security. Russia's nuclear threats have rightfully garnered significant attention because of the unfathomable lethality of nuclear weapons. However, the use of such weapons in Ukraine is only one way—albeit the gravest— that Russia could challenge the global nuclear order. Russia's influence extends deep into the very fabric of this order—a system to which it is inextricably bound by Moscow's position in cornerstone institutions such as the Nuclear Non-Proliferation Treaty (NPT) and the International Atomic Energy Agency (IAEA). From withdrawing from key treaties to stymieing resolutions critical of misconduct, Moscow has demonstrated its ability to challenge the legitimacy, relevance, and interpretations of numerous standards and principles espoused by the West.

In this study, the authors look at the current status of cement and concrete production in California and develop scenarios up to 2040 to analyze different decarbonization levers that can help to reduce CO2 emissions of cement and concrete production in California.

Recycling-Based Reduction of Energy Consumption and Carbon Emission of China's Electric Vehicles: Overview and Policy Analysis

Electric vehicles maintain the fastest development in China and undertake the responsibility of optimizing energy consumption and carbon emission in the transportation field. However, from the entire life cycle point of view, although electric vehicles have a certain degree of energy consumption and carbon emission reduction in the use phase, they cause extra energy consumption and carbon emission in the manufacturing phase, which weakens the due environmental benefits to some extent. The recycling of electric vehicles can effectively address the issue and indirectly reduce the energy consumption and carbon emission in the manufacturing phase. China is setting up the recycling system and strengthening regulation force to achieve proper energy consumption and carbon emission reduction benefits of electric vehicles.

China's Uranium Enrichment Capacity: Rapid Expansion to Meet Commercial Needs

Based on satellite imagery, Chinese publications, and discussions with Chinese experts, This report suggests that China has much more civilian enrichment capacity than previously thought, and even more is on the way. If these new estimates are correct, China has enough enrichment capacity to meet its nuclear power fuel requirements for the coming decade and beyond. Further, China will have excess enrichment capacity and will likely become a net exporter of commercial enrichment services.

Energy Technology Expert Elicitations for Policy: Workshops, Modeling, and Meta-analysis

Characterizing the future performance of energy technologies can improve the development of energy policies that have net benefits under a broad set of future conditions. In particular, decisions about public investments in research, development, and demonstration (RD&D) that promote technological change can benefit from (1) an explicit consideration of the uncertainty inherent in the innovation process and (2) a systematic evaluation of the tradeoffs in investment allocations across different technologies. To shed light on these questions, over the past five years several groups in the United States and Europe have conducted expert elicitations and modeled the resulting societal benefits. In this paper, the authors discuss the lessons learned from the design and implementation of these initiatives.

The authors highlight the continuing danger of nuclear and radiological terrorism and call for urgent action.

In this discussion paper, Trevor Findlay examines whether and to what extent the IAEA could and should do so, what form its role might take, and how the Agency and summiteers might prepare for such an eventuality.
