Lessons for Renewable Integration in Developing Countries: The Importance of Cost Recovery and Distributional Justice

This article examines both the premise and prescription of the argument to integrate renewable electricity in developing countries through elements of the standard model (such as a wholesale spot market, or an independent system operator for dispatch). This is done by highlighting the differences between power sector reform experiences in the developing and developed worlds, and the causal mechanisms underlying these differences.

Arctic Transformation and Resilience Study Group

The Arctic Transformation and Resilience Study Group, led by Arctic Initiative Senior Fellow Joel Clement, will give students the opportunity to learn about and work on issues of Arctic resilience. Working together to deliver a compilation and brief analysis of existing policies that support or inhibit resilience in the Arctic, students will have the opportunity to meet with top Arctic scientists, policymakers, indigenous knowledge-holders, and finance experts, while developing a report that will be delivered to the Secretariat of the Arctic Council Sustainable Development Working Group.

This study group will be held on Tuesdays, from 6pm–7:30pm, beginning Oct 29, and including Nov 5, 12, 19, and 26. For more information or to sign-up, please contact brittany_janis@hks.harvard.edu. Space is limited; please register by October 21.

Revolution in Africa

"Sustaining African agricultural transformation will require national policy approaches which emphasize the need to transition toward sustainable agriculture. More specifically, they will need to pursue strategies that allow for the integration of precision agriculture in existing farming methods. Such policies could focus on six key elements: biological diversity; ecology and emerging technologies; infrastructure; research and training; entrepreneurship and regional trade; and improved governance of agricultural innovation."

How African Innovation Can Take on the World

Africa's ability to sustain its current growth will depend largely on how quickly it will be able to shift from reliance on traditional commodity markets to modern economic structures that focus on technology-driven development. The focus on innovation is emerging as a key theme in the Africa Union's long-term strategy, Agenda 2063.

Agricultural Biotechnology: Benefits, Opportunities, and Leadership

"The United States has been a leading light in agricultural biotechnology as a platform technology and continues to serve as an important role model for countries around the seeking to address global food challenges. A key source of this leadership has been its commitment to using a science-led regulatory system for determining the approval of new products. The rest of the world needs this demonstrated leadership now more than ever given rising food prices and related political unrests around the world. Failure on the part of the United States to champion agricultural biotechnology will undermine confidence in the ability of the global community to confront the challenges of food security. Retracting from using science and technology to address emerging challenges will not result in any savings; it will only defer problems and future costs are likely to be higher."

Energy Innovation Policy in Major Emerging Countries

New Harvard Kennedy School research finds that energy research, development, and demonstration (ERD&D) funding by governments and 100 percent government-owned enterprises in six major emerging economies appears larger than government spending on ERD&D in most industrialized countries combined. That makes the six so-called BRIMCS countries—Brazil, Russia, India, Mexico, China, and South Africa—major players in the development of new energy technologies. It also suggests there could be opportunities for cooperation on energy technology development among countries.

At MIT, Holdren Issues Call for Action on Climate Disruption

John P. Holdren, President Obama's chief science and technology advisor, draws a grim picture of our world at the end of this century if we fail to start slashing greenhouse gas emissions that are ravaging the global climate. In a lecture at MIT, Holdren issued a call to action, arguing for a package of integrated measures to protect the environment. Holdren is on leave from Harvard Kennedy School's Belfer Center, where he was director of the Science and Technology Public Policy program.

The Status of Rural Energy Access in India: A Synthesis

India's energy crisis is defined by the fact that the major share of its rural population is energy poor. Energy poverty, indicated by the lack of access to modern energy services, is a direct outcome of income poverty. The poor cannot afford to pay for the services of the modern energy carriers and they live in sub-standard buildings/houses, which are unfit to be connected to the modern energy systems. Similarly, any poor nation will be constrained by inadequate access to both energy and financial resources, and therefore will be unable to build an adequate infrastructure that would facilitate connectivity to modern energy carriers.
