How the Next Nuclear Arms Race Will Be Different from the Last One

All the world's nuclear-armed states (except for North Korea) have begun modernizing and upgrading their arsenals, leading many observers to predict that the world is entering a new nuclear arms race. While that outcome is not yet inevitable, it is likely, and if it happens, the new nuclear arms race will be different and more dangerous than the one we remember. More nuclear-armed countries in total, and three competing great powers rather than two, will make the competition more complex. Meanwhile, new non-nuclear weapon technologies — such as ballistic missile defense, anti-satellite weapons, and precision-strike missile technology — will make nuclear deterrence relationships that were once somewhat stable less so.

India and Nuclear Asia will fill that gap in our knowledge by focusing on the post-1998 evolution of Indian nuclear thought, its arsenal, the triangular rivalry with Pakistan and China, and New Delhi's nonproliferation policy approaches. The authors show how India's nuclear trajectory has evolved in response to domestic, regional, and global drivers.

Technological innovation and the politics of global justice are two fields that interact quite extensively in international diplomatic discourse and public debate. Controversial issues, such as accessing essential medicines, reducing greenhouse gases, conserving biological diversity, providing clean energy, and expanding the adoption of green technologies, require answers at the intersection of technological innovation, international diplomacy, and global justice. Our approach is to start off with the broader understanding that justice is rights-based and then proceed to analyze it using a goal-based framework. This brings into sharp focus the relationships between innovation and human rights.

Pakistan’s Tactical Nuclear Weapons and Their Impact on Stability

The flight-testing of the 60-kilometer (or 37-mile) Hatf-IX, or Nasr, ballistic missile in April 2011 has renewed controversy and debate about strategic stability and nuclear weapons in South Asia. Official statements issued by Pakistan’s Inter Services Public Relations Directorate (ISPR) claim that the Nasr was developed “to add deterrence value to Pakistan’s Strategic Weapons Development programme at shorter ranges.” The Nasr could carry “nuclear warheads of appropriate yield with high accuracy,” and had shoot-and-scoot attributes—essentially a “quick response system” that addressed “the need to deter evolving threats.”
