Weapons of mass destruction (WMDs) are not suitable for the Iranian Army, given its non-mechanized nature; its defensive military posture; its current status as a non-nuclear weapon state; and its sufficient conventional preparation to meet its protective security interests. This paper proposes three interlinked policy approaches to resolve the current impasse.

"Washington needs to make a decision about its foreign-policy priorities, if tensions in eastern Ukraine are not reduced. Giving the events in Ukraine priority over all other international developments is a hazardous strategy. Negotiations have gotten us nowhere, and way more assertive steps against Russia are not likely to make Putin give in, since he seems to be determined not to lose his influence over eastern Ukraine and eager to demonstrate Russia's power."

As Africa's position in the world continues to grow and evolve in 2014, the Brookings Africa Growth Initiative continues its tradition of asking its experts and colleagues to identify what they consider to be the key issues for Africa in the coming year.

"The tools available to India in the 1960s are not sufficient to address the challenges that African agriculture now faces. These include a rapidly-growing population, productivity loss due to ecological disruption, environmental decay, droughts, climate change, and conflict. Biotechnology offers additional tools that can help Africa address some of these challenges. It is another moment that calls for the kind of political courage that led to the adoption of the Green Revolution."

"...[C]reating think tanks to help political parties craft platforms on which to complete would do more for African democracy than all the governance consultants put together. The latter have sprinkled a few good ideas here and there but they have not had the expected effect because of the lack of institutions to translate them into political programmes. "The market release of the iconic $100 laptop (XO) later this year promises to do for education what the cell phone did for telecommunications....Like the cellphone, new educational technologies such as the XO will demand greater flexibility in educational systems....Existing curricula are like landlines; fixed in place and dependent for their functioning on centralized bureaucracies."

"This report is about biotechnology and the role it can play for development in Africa. The report suggests specific and practical measures to advance development, quality of life and environmental sustainability using biotechnology."

"...[T]here are plenty of laws that require or authorize sanctions against governments that knowingly provide direct support to proliferators. But these laws offer little protection against those governments that—through neglect, corruption, or incompetence—fail to keep the materials and technology needed to make nuclear, biological, and chemical weapons from slipping out of their control and across their borders."
