The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

"Over decades, Canadian governments have emasculated or killed institutions that gave independent advice on science and technology so that they are now among the weakest in the G7. Federal and provincial governments increasingly demand that research funding be tied to matching money from industry, so work that threatens industry's interests does not get funded. It's a good idea to tie some applied work in engineering to industrial interests, but this requirement must not apply to policy analysis."

Hui Zhang presented "Enhancing Nuclear Security Culture in China" at The 14th PIIC Beijing Seminar on International Security:Strategic Stability and Cooperation, Hangzhou, China, October 19-22, 2014.

The ninth Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at the UN Headquarters in New York from April 27-May 22, 2015. This is the fourth such conference since the indefinite extension of the NPT in 1995. Participating governments will discuss nuclear disarmament, non-proliferation, and the peaceful use of nuclear energy with a view to arriving at consensus on a number of issues.

"This isolation has left Tehran no option but to turn to Moscow. And, as relations between the US and Russia have deteriorated, the Middle Eastern state has the scope to become an evermore decisive and divisive factor."

Despite substantial progress in improving nuclear security in recent years, there is more to be done.  The threats of nuclear theft and terrorism remain very real. This presentation recommends learning from the much stronger national and international efforts in nuclear safety, and in particular, taking steps to build international understanding of the threat; establish effective performance objectives; assure performance; train and certify needed personnel; build security culture and exchange best practices; reduce the number of sites that need to be protected; and strengthen the international framework and continue the dialogue once leaders are no longer meeting regularly at the summit level. Matthew Bunn presented this talk, based on a recent paper, on July 3rd, 2013 at the International Conference on Nuclear Security in Vienna.

The following report presents a consensus view of the members of a bipartisan study group on the U.S.-Japan alliance. The report specifically addresses energy, economics and global trade, relations with neighbors, and security-related issues. Within these areas, the study group offers policy recommendations for Japan and the United States, which span near- and long-term time frames. These recommendations are intended to bolster the alliance as a force for peace, stability, and prosperity in the Asia-Pacific region and beyond.

A detailed assessment of the campaign to consolidate dangerous nuclear materials worldwide in fewer, more secure sites, with analysis of success stories, ongoing risks, near-term opportunities, and numerous recommendations for next steps.

Calestous Juma, director of the Belfer Center’s Science, Technology, and Globalization Project, played a central role in creation of the Lagos Innovation Advisory Council, the first of its kind in Africa.
