On November 23, 1998, Ashton Carter, Ford Foundation Professor of Science
and International Affairs at the Harvard University''s Kennedy School of
Government, was sworn in as Special Advisor to Dr. William Perry, the
Clinton Administration''s North Korea Policy Coordinator.
As a senior member of the North Korea Policy Review Team, Carter will
participate in a complete interagency review of U.S. policy and objectives
toward North Korea. He is joined in this review by the Counselor of the
Department of State, Ambassador Wendy Sherman and officials of other U.S.
agencies. As Carter undertakes his role with Perry, he will consult with
U.S. allies, notably the Republic of Korea and Japan and with other
interested governments such as the People''s Republic of China.
The thorough review of U.S. policy towards North Korea will include special
emphasis on North Korea''s nuclear and ballistic missile programs but will
extend to all aspects of the policy, including such issues as famine
relief, South Korea''s "sunshine policy," and the survival of the DPRK
regime.
Carter will serve as special government employee during the policy review,
but will continue his full duties at the Kennedy School of Government,
where he teaches several courses and directs the Preventive Defense Project
with Perry.
