TERRORISM UPDATE

On January 23, 1999 President Clinton proposed new steps to thwart
terrorism in America. His plan would double spending on programs to prevent
terrorist attacks and train emergency personnel to mitigate the
consequences of an attack, from $1.4 billion to $2.8 billion in 2001.

It is no coincidence that many of these new policies resemble
recommendations that appeared in the Center''s publications Catastrophic
Terrorism, by Ashton Carter, John Deutch and Philip Zelikow; America''s
Achilles Heel, by Richard Falkenrath, Robert Newman and Bradley Thayer; and
Terrorism and America: A Commonsense Strategy for a Democratic Society, by
Philip Heymann. The authors have spent many hours in Washington advocating
for changes in anti-terrorism policy.
