Beyond the Headlines: A Kaleidoscopic Exploration of Contemporary African Politics and International Cooperation

Over the course of five sessions, this study group, led by Dr. Gloria Ayee, is exploring the pivotal moment experienced by the African continent. With youthful populations, abundant resources, and growing economic and technological capacity, Africa holds solutions to global challenges from food security to climate change. Participants of the study group are invited to reflect on the role that international cooperation must play in supporting inclusive, sustainable development in Africa, as well as to move beyond outdated perspectives and learn about Africa’s profound transformation through trade, investments in clean energy and health, and youth empowerment initiatives.

Navigating China’s Opportunistic Approach to Overseas Naval Base Acquisition

This report, by Maxwell Simon (MPP '23) and Jayaram Ravi (MPP '23), explores the drivers of setback and success that China has encountered in the process of developing dual-use and military-dedicated naval installations abroad. It looks at cases where China has considered or actively pursued military-dedicated installations to characterize Beijing’s general approach to overseas naval base acquisition.

2022 Uganda Ebola Outbreak: Select Lessons Learned

On September 20, 2022, the Uganda declared an outbreak of Sudan ebolavirus in the Mubende District. It was the country’s first Sudan ebolavirus outbreak in a decade, and its fifth of this kind of Ebola. In total during this outbreak, there were 164 cases (142 confirmed and 22 probable), 55 confirmed deaths and 87 recovered patients. Due to the Ugandan Government’s successful containment of the outbreak including with support from the World Health Organization and other public health partners, there were no documented cases of international transmission of the Sudan Ebolavirus. The outbreak was declared over on January 11, 2023, nearly 17 weeks after its detection.

How did Egypt soften the impact of Covid-19?

The Covid-19 pandemic has drastically disrupted people’s lives, livelihoods, and economic conditions around the world. The global shock has resulted in a tourism standstill (Djankov 2020), significant capital flight (Djankov and Panizza 2020), and a slowdown in remittances (Nonvide 2020), resulting in an urgent balance-of-payments need. Egypt responded to the crisis with a comprehensive package aimed at tackling the health emergency and supporting economic activity. The Ministry of Finance acted swiftly to allocate resources to the health sector, provide targeted support to the most severely impacted sectors, and expand social safety net programmes to protect the most vulnerable. Similarly, the Central Bank of Egypt adopted a broad set of measures, including lowering the policy rate and postponing repayments of existing credit facilities. The next section highlights the experience of firms in Egypt following these policies.

This fall, the Belfer Center’s Economic Diplomacy Initiative, led by Aditi KumarNicholas Burns, and Lawrence H. Summers, hosted a series of discussions examining the U.S.-China economic relationship.
