The Deal That Got Away: The 2009 Nuclear Fuel Swap with Iran

With concerns and uncertainties regarding Iran’s nuclear future persisting to this day, this paper seeks to review the TRR negotiations and the context in which they unfolded in order to capture some of the lessons of negotiating with Iran regarding its nuclear program, primarily from the viewpoint of senior U.S. officials involved at the time. The paper is also informed by the personal perspective of one of the authors (Poneman) who led the U.S. delegation in the 2009 Vienna talks, and who, prior to this publication, had not publicly elaborated on his experience. The other author (Nowrouzzadeh), who supported the TRR talks in an analytical capacity within the U.S. Department of Defense, also conducted an extensive interview with Poneman as part of their collaboration on this paper. By drawing on existing literature and recent interviews with several senior U.S. officials involved in the negotiations now that over ten years have passed, the authors seek to draw useful lessons from this episode that can assist policymakers in understanding Iran’s nuclear decision-making and in their continued efforts to shape the future trajectory of Iran’s nuclear program.

In the lead-up to the nuclear security summit, Advancing Nuclear Security: Evaluating Progress and Setting New Goals outlines what was accomplished in a four-year effort launched in 2009 to secure nuclear material around the globe—and what remains to be done. The effort made significant progress, but some weapons-usable nuclear materials still remain “dangerously vulnerable." The authors highlight the continuing danger of nuclear and radiological terrorism and call for urgent action.

Reducing Nuclear and Radiological Terrorism Threats

Urgent actions are needed to prevent a nuclear or radiological 9/11.  Terrorists are actively seeking nuclear weapons and Radiological Dispersal Devices (RDDs) and the materials to make them.  There are scores of sites where the essential ingredients of nuclear weapons exist, in dozens of countries worldwide.  There are thousands of sites worldwide where radiological materials exist.  Many of these sites are not sufficiently secured to defeat the kinds of threats that terrorists and criminals have demonstrated they can pose.  A dangerous gap remains between the urgency of the threat of nuclear and radiological terrorism and the scope and pace of the U.S. and world response.  While the gap has narrowed significantly in recent years, much more needs to be done.  This paper describes the nuclear and radiological terrorism threats, analyzes the actions taken so far to address these threats, and recommends further actions going forward.

Threat Perceptions and Drivers of Change in Nuclear Security Around the World: Results of a Survey

Leaders at the 2010 nuclear security summit agreed on the goal of securing all vulnerable nuclear material in four years, but the factors that drive and/or constrain nuclear security changes are not well understood. Matthew Bunn and Eben Harrell surveyed nuclear security professionals in countries with nuclear weapons, HEU, or separated plutonium to explore this issue. This paper describes the survey, its results, and implications for strengthening global nuclear security.
