A Liberal Actor in a Realist World assesses the changing nature of the global political economy of energy and the European Union's response, and the external dimension of the regulatory state. The book concludes that the EU's soft power has a hard edge, which is derived primarily from its regulatory power.

This book is a collection of the author's blogposts from 2008–2013, almost all of them from the Huffington Post and reposted on the website of the Harvard Kennedy School's Belfer Center for Science and International Affairs by the International Security Program. Most of them deal with the author's particular area of expertise, from Morocco to Bangladesh, but also with Europe and transatlantic issues. A few are film reviews, and others deal with the U.S. Presidency and the Congress.

The influential policy thinker who coined the term "soft power" examines the changing nature of power since the Cold War, the new ways in which it is exercised, and how those changes impact America's role in the world.
