The Harvard Project on Climate Agreements co-sponsored a webinar on March 30, 2021: “The Future of Green India: Energy and Climate Change.” Hosting the event was the Lakshmi Mittal and Family South Asia Institute at Harvard University. The other co-sponsors were the Environment and Natural Resources Program in the Belfer Center for Science and International Affairs, Harvard Kennedy School — and the Harvard University Center for the Environment. The Harvard Global Institute provided support for the seminar and a larger project of which it is part.

President-elect Joe Biden’s decision to create a new cabinet-level position for climate-related issues — and to choose so prominent a figure as former Secretary of State John Kerry to fill it — demonstrates Biden’s sincerity over putting climate at the very center of U.S. foreign policy. Technological innovation and widespread deployment of clean-energy technologies in emerging economies are critical for a global clean energy transition. Success or failure in this endeavour will have long-term energy and carbon consequences. A fundamental question exists about whether, and how, emerging economies can accelerate clean-energy transitions, given the unprecedented scales of their impending socio-economic and infrastructure transitions, and often-underdeveloped technological innovation capabilities and supporting finances. 

This paper examines a recent, rapid, and ongoing transition of India's lighting market to light emitting diode (LED) technology, from a negligible market share to LEDs becoming the dominant lighting products within five years, despite the country's otherwise limited visibility in the global solid-state lighting industry.

For decades, Singapore has been a premier refinery hub and gatekeeper between Asia and the Middle East, but its position is increasingly threatened as producer countries are shifting into the downstream activities that helped make Singapore the “Houston of Asia”. Oil and petrochemicals drive about one quarter of Singapore’s net exports. Greater competition in the global oil and gas value chain could take a heavy toll on the city-state’s national budget and economic growth prospects.
