How Oil Influences U.S. National Security

U.S. scholars and policymakers commonly worry that a lack of "energy security" hurts U.S. national security, yet few have analyzed the links between states' energy requirements and the probability of military conflict. An investigation of these links identifies threats to U.S. national security flowing from other countries' consumption of oil, rather than just U.S. consumption. Furthermore, while many of the security threats associated with Persian Gulf oil have decreased, new oil-driven dangers are emerging in Northeast Asia.

'Iran is the Main Beneficiary of the Iraq War'

"Iran has always been a major power in that region. Under Saddam however, Iran and Iraq were bitter enemies who fought a long war and were strongly opposed to one another. There was almost a rough balance of power between the two countries. By reducing Iraq's power and by allowing the Shia to become the dominant political force in Iraq, the US removed the main country balancing Iran, and helped bring to power a government that has at least some sympathies and links to Iran. So, Iran is by far the main strategic beneficiary of the Iraq War, which made it even more difficult for the US and its allies to deal with the country."

Agenda for Peace or Budget for War? Evaluating the Economic Impact of International Intervention in Somalia

This article shows how international humanitarian aid, particularly food aid, has played an instrumental role in perpetuating chronic civil war and state collapse in Somalia from 1992–2012. During the 1992 famine, food aid created lucrative opportunities for criminal elements of the Somali business community, who partnered with local warlords to create an enduring system of corruption and aid dependence. International aid financed this elite pact between business and warlords, which subsequently undermined domestic processes of order-making and reduced the bargaining power of local communities in the peace-building process.

Preventing Enemy Coalitions: How Wedge Strategies Shape Power Politics

States use wedge strategies to prevent hostile alliances from forming or to dis­perse those that have formed. These strategies can cause power alignments that are otherwise unlikely to occur, and thus have significant consequences for international politics. How do such strategies work and what conditions promote their success? The wedge strategies that are likely to have significant effects use selective accommodation—concessions, compensations, and other inducements—to detach and neutralize potential adversaries. These kinds of strategies play important roles in the statecraft of both defensive and offensive powers. Defenders use selective accommodation to balance against a primary threat by neutralizing lesser ones that might ally with it. Expansionists use se­lective accommodation to prevent or break up blocking coalitions, isolating opposing states by inducing potential balancers to buck-pass, bandwagon, or hide. Two cases—Great Britain’s defensive attempts to accommodate Italy in the late 1930s and Germany’s offensive efforts to accommodate the Soviet Union in 1939—help to demonstrate these arguments. By paying attention to these dynamics, international relations scholars can better understand how balancing works in specific cases, how it manifests more broadly in interna­tional politics, and why it sometimes fails in situations where it ought to work well.

The Rise of Muslim Foreign Fighters: Islam and the Globalization of Jihad

Why has transnational war volunteering increased so dramatically in the Muslim world since 1980? Standard explanations, which emphasize U.S.-Saudi support for the 1980s Afghan mujahideen, the growth of Islamism, or the spread of Wahhabism are insufficient. The increase in transnational war volunteering is better explained as the product of a pan-Islamic identity movement that grew strong in the 1970s Arab world from elite competition among exiled Islamists in international Islamic organizations and Muslim regimes.

Roles at Odds: The Roots of Increased Iran-U.S. Tension in the Post-9/11 Middle East

"The United States' determination on minimizing Iran's regional role has led in actuality to the adoption and pursuit of an oppositional posture and role on the part of Iran. This dichotomous situation and role-playing has important implications for foreign policymakers in Tehran and Washington. If the United States continues to ignore Iran's increased role in the region, Washington risks disrupting the natural power equations, potentially exacerbating the conflict. If, however, the United States can accept Iran's role in the region's new security architecture, especially in the Persian Gulf area, and change its policy of castigating Iran as the main source of threat for the region, Washington and Tehran can ultimately reach a practical rapprochement and find an accommodation that will advance the interests of both states in the region."

The Balance of Power in the Persian Gulf: An Iranian View

"...[W]hile the traditional form of balance of power between Iran and Iraq provided security for the Arab states of the Persian Gulf, it favored the interests of foreign actors, especially the United States. Proponents of such a view hold that following the overthrow of the Baathist regime in Iraq and the growth of Iran's role and influence in the region, the international community ought to establish a new kind of balance of power to restrain the Islamic Republic of Iran, and thereby preserve the security of the region. Following its failure to redefine the position of the new Iraq in terms of a new balance of power, the United States has itself tried to play such a role in the region. U.S. efforts to minimize Iran's role within the context of the new balance of power have consequently created another security dilemma in the Persian Gulf."

Iran's Foreign Policy Strategy after Saddam

"The prevailing view in the United States is that Ahmadinejad's foreign policy and Iran's increasing presence in the region has been offensive, expansionist, opportunistic, and often ideological. Though Iran has occasionally taken advantage of new opportunities, these characterizations have been exaggerated in the United States. Instead, Iran's action should be perceived in a more pragmatic light. Though Ahmadinejad may himself be an ideological and divisive figure, Iran's foreign policy strategy predates him and ought to be viewed as a wider Iranian effort to secure its geostrategic interests and national security concerns. Despite Ahmadinejad's tendencies to indulge his eccentricities, the logic of Iran's foreign policy decisionmaking process always ensures this return to pragmatism."

Improving India's Counterterrorism Policy after Mumbai

"All of these pathologies were evident in the failure to prevent or appropriately respond to the Mumbai attacks. There was in fact significant intelligence suggesting a seaborne terrorist attack was likely, and even that prominent sites such as the Taj Hotel would be targeted. This information, however, was ignored by several key bureaucratic actors—including the Coast Guard and the Maharashtra state director-general of police—because it was deemed unactionable. Others, such as the Maharashtra Anti-Terrorism Squad, at least attempted some kind of preparation. The differences in readiness highlight the extent of fragmentation among the security apparatus. Even when Mumbai police tried to take preventive action, they lacked the manpower to sustain increased security at the hotels. Once the attack occurred, the security forces did not have sufficient night-vision equipment, heavy weaponry, or information about the attack sites, leading to a long response time and the emergence of a disastrous siege...."

The Geopolitical Factor in Iran's Foreign Policy

"Revolutions either expand to export their ideologies or preserve themselves from the outside world. The 1979 Islamic revolution of Iran is no exception. A careful reading of Iran's actions in the region shows how and why Iran has shifted its policies to meet the latter aim. Since the revolution, Iran's leaders have faced the challenge of balancing their ideological (idealism) and geopolitical (pragmatism) approaches to foreign policy. Gradually, the Iranian leadership has come to focus on the geopolitical factor in the conduct of foreign policy; today, ideology one factor among many other sources of Iran's power, and serves the aim of preserving Iran's national security and interests...."
