Understanding Russia’s energy turn to China: domestic narratives and national identity priorities

| Dec. 22, 2017

This study investigates whether, as part of a broader “Asian Energy Pivot,” Russia’s energy giant Gazprom refashioned its export strategy away from Europe, and what impact such a reorientation might have on the EU–Russia gas relationship. It uses four empirical cases to emphasize the domestic movers underlying Russia’s eastward shift in energy trade, developing a constructivist theory rooted in the dynamics of Russia’s dominant public narrative and the contours of domestic politics. It argues that Russia’s national interests changed as a result of how Russian policy-makers interpreted and reacted to the stand-off with Europe, in response to what they perceived as Europe’s attempt to isolate it economically and geopolitically.

The G20 must govern the shift to low-carbon energy

| June 07, 2017

The world's energy system needs rebuilding. The Paris agreement to keep global warming “well below 2 °C above pre-industrial levels” demands that we replace fossil fuels with solar, wind, geothermal and biomass energy. The price tag is vast: investing US$120 trillion in energy projects between 2016 and 2050, at twice the current annual rate of $1.8 trillion a year, will deliver a 66% chance of achieving the Paris target. We must halve oil production and stop using coal to produce electricity.

Energy decisions reframed as justice and ethical concerns

| 6 May 2016

Many energy consumers, and even analysts and policymakers, confront and frame energy and climate risks in a moral vacuum, rarely incorporating broader social justice concerns. Here, to remedy this gap, we investigate how concepts from justice and ethics can inform energy decision-making by reframing five energy problems — nuclear waste, involuntary resettlement, energy pollution, energy poverty and climate change — as pressing justice concerns.

Energy Security in the Wake of the Ukraine Crisis

| July 23, 2015

Ever since the 1973 oil embargo, and especially since the Russian-Ukrainian gas crisis of 2006, Western policy makers have paid a great deal of attention to energy security. Yet there is no consensus as to what energy security is, what methodologies are most useful for conceptualizing and operationalizing the term, or even whether it is possible to generalize about anything as complex and contextually dependent as energy security. This enormous diversity of theoretical, methodological, and epistemological perspectives on the study of energy security complicates any assessment of the state of the field. It is, however, precisely because ‘energy security’ is such an elusive concept that academics, statesmen, and analysts of energy politics should not strive to coalesce around one precise definition.

Between a Rock and a Hard Place: International Market Dynamics, Domestic Politics and Gazprom's Strategy

| 2015

Gazprom, Russian's prime state owned gas producer, is facing severe pressure stemming from international gas market dynamics, EU regulation and the Ukraine crisis. Slowing gas demand coupled with shifting pricing models and a persisting transit issue pose significant challenges for Gazprom's business going forward.

Italy’s Path to Gas Liberalisation

| April 23, 2015

Existing studies show that, on average, national champions in energy-rich states tend to ‘stick around’ by maintaining strong links with their respective governments in the distribution of rents. Yet the foundations of preference formation—the particular role of national champions, their relationship to their respective governments and a limited number of third suppliers in that process—have neither been theorised nor investigated empirically in countries that are net importers of gas.

Securing Chinese Nuclear Power Development: Further Strengthening Nuclear Security

| September, 2014

Chinese President Xi Jinping addresses China’s new concept of nuclear security with four “equal emphasis” at the third Nuclear Security Summit, and makes four commitments to strengthen nuclear security in the future. To convert President Xi’s political commitments into practical, sustainable reality, China should take further steps to install a complete, reliable, and effective security system to ensure that all its nuclear materials and nuclear facilities are effectively protected against the full spectrum of plausible terrorist and criminal threats. This paper suggests the following measures be taken to improve China’s existing nuclear security system, including updating and clarifying the requirements for a national level DBT; updating and enforcing existing regulations; further promoting nuclear security culture; balancing the costs of nuclear security, and further strengthening international cooperation on nuclear security.

The global gas market, LNG exports and the shifting US geopolitical presence

| November 8, 2014

The upstream renaissance in the United States that has resulted from the successful application of new technologies in the exploration and development of shale gas has generated ripples through the global gas market. The US is soon to become a significant exporter of liquefied natural gas (LNG), which is remarkable given conventional wisdom just a decade ago was that the US would become a substantial importer of LNG.
