Successful Clean Energy Technology Transitions in Emerging Economies: Learning from India, China, and Brazil

Technological innovation and widespread deployment of clean-energy technologies in emerging economies are critical for a global clean energy transition. Success or failure in this endeavour will have long-term energy and carbon consequences. A fundamental question exists about whether, and how, emerging economies can accelerate clean-energy transitions, given the unprecedented scales of their impending socio-economic and infrastructure transitions, and often-underdeveloped technological innovation capabilities and supporting finances.

Energy Security in the Wake of the Ukraine Crisis

Ever since the 1973 oil embargo, and especially since the Russian-Ukrainian gas crisis of 2006, Western policy makers have paid a great deal of attention to energy security. Yet there is no consensus as to what energy security is, what methodologies are most useful for conceptualizing and operationalizing the term, or even whether it is possible to generalize about anything as complex and contextually dependent as energy security. This enormous diversity of theoretical, methodological, and epistemological perspectives on the study of energy security complicates any assessment of the state of the field. It is, however, precisely because ‘energy security’ is such an elusive concept that academics, statesmen, and analysts of energy politics should not strive to coalesce around one precise definition.

Existing studies show that, on average, national champions in energy-rich states tend to ‘stick around’ by maintaining strong links with their respective governments in the distribution of rents. Yet the foundations of preference formation—the particular role of national champions, their relationship to their respective governments and a limited number of third suppliers in that process—have neither been theorised nor investigated empirically in countries that are net importers of gas.

The Role of the Complementary Sector and its Relationship with Network Formation and Government Policies in Emerging Sectors: The Case of Solar Photovoltaics Between 2001 and 2009

Understanding the role of government policies in promoting the introduction of renewable technologies can help to catalyze the transition toward a more sustainable energy system. The literature on technological transitions using a multi-level perspective suggests that the co-evolution of the niche market (the new technology) and the complementary regime may have an important role to play in shaping this transition. This paper provides a quantitative analysis of the interactions between different types of solar photovoltaic (PV) networks at the niche level, the complementary semiconductor sector at the complementary regime level, and the solar PV policies in 14 different countries.

The Evolution of China's National Energy RD&D Programs: The Role of Scientists in Science and Technology Decision Making

Since 1978, when China launched its "opening up" reform, a range of large-scale national science and technology programs have been implemented to spur economic development. Energy has received significant attention and has become a growing priority in the past years. This article analyzes the goals, management, and impact over time of China's three largest national programs: Gong Guan, 863, and 973 Programs. Using quantitative metrics to describe the input and output, by conducting semi-structured interviews with officials, scientists, and other decision makers, and by reviewing available documents as well as a case study on the coal sector, the authors examined the changes in the decision making process, particularly in regard to the role of scientists.
