An Illusory Entente: The Myth of a Russia-China-Iran “Axis”

This article examines the trilateral relations between Russia, China, and Iran through their engagement in various issues from domestic, regional, and international levels. It explores the practices and coordination between Russia, China, and Iran in the international order, the Iranian Nuclear Program, the Shanghai Cooperation Organisation, domestic regime security, and economic connectivity. The article concludes that although Russia, China, and Iran have had overlapping interests and approaches in terms of contesting the Western created and dominated international "liberal" order, strengthening domestic regime security, defending authoritarian governance, and supporting de-dollarization, all of which have brought the three sides closer, a Russia–China-Iran axis has not thus far materialized. Rather, due to the lack of regularized and institutionalized mechanisms, the tripartite relationship remains an illusory entente, which is essentially driven by the bilateral ties followed by modest trilateral coordination in ad-hoc situations.

Securing Chinese Nuclear Power Development: Further Strengthening Nuclear Security

Chinese President Xi Jinping addresses China’s new concept of nuclear security with four “equal emphasis” at the third Nuclear Security Summit, and makes four commitments to strengthen nuclear security in the future. To convert President Xi’s political commitments into practical, sustainable reality, China should take further steps to install a complete, reliable, and effective security system to ensure that all its nuclear materials and nuclear facilities are effectively protected against the full spectrum of plausible terrorist and criminal threats. This paper suggests the following measures be taken to improve China’s existing nuclear security system, including updating and clarifying the requirements for a national level DBT; updating and enforcing existing regulations; further promoting nuclear security culture; balancing the costs of nuclear security, and further strengthening international cooperation on nuclear security.

Trends in Investments in Global Energy Research, Development, and Demonstration

Recent national trends in investments in global energy research, development, and demonstration (RD&D) are inconsistent around the world. Public RD&D investments in energy are the metric most commonly used in international comparative assessments of energy-technology innovation, and the metric employed in this article. Overall, the data indicate that International Energy Agency (IEA) member country government investments have been volatile: they peaked in the late 1970s, declined during the subsequent two decades, bottomed out in 1997, and then began to gradually grow again during the 2000s.

The authors of this article propose, summarize, and present strategic ideas as policy implications for China's decision-makers. In conclusion, they determine that China should enhance strategic planning and regulation from a life cycle viewpoint of the whole society, prioritize energy saving, continuously improve incumbent energy, and rationally develop alternative energy.

Ending North Korea's Nuclear Ambitions: The Need for Stronger Chinese Action

North Korea has recently taken a series of provocative steps to challenge the international community. If unchecked, North Korea will surely increase the quantity and quality of its arsenal. Even worse, once Pyongyang has more than enough weapons for its deterrent, it might be tempted to sell the surplus. The longer the crisis lasts, the more nuclear capable North Korea will become and the more difficult it will be to roll back Pyongyang's nuclear ambitions.  A nuclear North Korea would put China's national interests at great risk. Beijing can increase pressure on Pyongyang, using positive inducements and punitive measures. The chances are low, however, that Beijing will radically adjust its North Korea policy, at least for the near future. Beijing will continue to maintain its bottom-line approach, avoiding war on the Korean peninsula and an abrupt collapse of the Kim regime. From China's perspective, these scenarios must be avoided at all costs because they are contrary to China's primary interest in a stable environment.

China's Policy of Plutonium Recycling: What's the Rationale?

Lately, China’s nuclear industry is entering a new round of fast development.  China pursues reprocessing of civilian spent fuel and recycling the plutonium thus gained in mixed-oxide (MOX) fuel for light-water reactors (LWR) and in fast breeder reactors. At a time when plutonium recycling programs are being phased out worldwide, this paper will examine whether plutonium recycling makes sense for China, taking into account economic costs, nuclear energy security, and environmental aspects.
