Glimmers of Movement, Hope at COP27

Following the COP27 climate conference in Egypt, Robert Stavins said in an interview with the Harvard Gazette that the talks were both frustrating and hopeful: frustrating because they did little to accelerate the slow pace of action to reduce carbon emissions, and hopeful because of a reawakened dialogue between the world’s biggest emitters—the U.S. and China—and movement to address climate-related damage to the world’s most vulnerable nations.

Separating Signal from Noise at COP26

For an assessment of what was done, and left undone, at the recent United Nations’ Conference of the Parties on climate change, the Gazette spoke with Rob Stavins, the Harvard Kennedy School’s A.J. Meyer Professor of Energy and Economic Development and head of the Harvard Project on Climate Agreements, who attended his first COP in 2007 in Bali.

Technological innovation and widespread deployment of clean-energy technologies in emerging economies are critical for a global clean energy transition. Success or failure in this endeavour will have long-term energy and carbon consequences. A fundamental question exists about whether, and how, emerging economies can accelerate clean-energy transitions, given the unprecedented scales of their impending socio-economic and infrastructure transitions, and often-underdeveloped technological innovation capabilities and supporting finances.

China needs to manage its coal-dominated power system to curb carbon emissions, as well as to address local environmental priorities such as air pollution and water stress. In this article, the authors examine three province-level scenarios for 2030 that represent various electricity demand and low-carbon infrastructure development pathways.

Reduction of Solar Photovoltaic Resources Due to Air Pollution in China

Enormous growth in solar photovoltaic (PV) electricity generation in China is planned, with a goal to provide 10 perecnt of total electricity demand by 2030. However, over much of China, aerosol pollution scatters and absorbs sunlight, significantly reducing surface solar radiation suitable for PV electricity generation. The authors evaluate the impact of aerosols on PV generation and find aerosol-related annual average reductions in eastern China to be more than 20 percent. In winter, aerosols have comparable impacts to clouds over eastern provinces. Improving air quality in China would increase efficiency of solar PV generation. As a positive feedback, increased PV efficiency and deployment would further reduce air pollutant emissions as well.

Environmental conservation programs in China have increasingly emphasized integration of marketbased logic into regulatory programs. But the realization of market logic and the effectiveness of such efforts are widely questioned by scientists and policy analysts. The authors empirically analyze the design, implementation, and outcomes of the ecological restoration program in the Three-Rivers Headwater Region in China, a large-scale conservation scheme aimed at restoring degraded grasslands and improving local livelihoods.
