The Nonproliferation Emperor Has No Clothes: The Gas Centrifuge, Supply-Side Controls, and the Future of Nuclear Proliferation

Policymakers have long focused on preventing nuclear weapons proliferation by controlling technology. Even developing countries, however, may now possess the technical ability to create nuclear weapons. The history of gas centrifuge development in twenty countries supports this perspective. To reduce the demand for nuclear weapons, policymakers will have look toward the cultural, normative, and political organization of the world.

The kernels on the left are conventional white maize kernels. The maize kernels on the right are enhanced with a provitamin A trait using biotechnology. This maize would benefit Africa where millions of children suffer from vitamin A deficiency.

The Security Curve and the Structure of International Politics: A Neorealist Synthesis

Realist scholars have long debated the question of how much power states need to feel secure. Offensive realists claim that states should constantly seek to increase their power. Defensive realists argue that accumulating too much power can be self-defeating. Proponents of hegemonic stability theory contend that the accumulation of capabilities in one state can exert a stabilizing effect on the system. The three schools describe different points along the power con­tinuum. When a state is weak, accumulating power increases its security. This is approximately the situation described by offensive realists. A state that con­tinues to accumulate capabilities will eventually triggers a balancing reaction that puts its security at risk. This scenario accords with defensive realist as­sumptions. Finally, when the state becomes too powerful to balance, its oppo­nents bandwagon with it, and the state’s security begins to increase again. This is the situation described by hegemonic stability theory. These three stages delineate a modified parabolic relationship between power and secu­rity. As a state moves along the power continuum, its security increases up to a point, then decreases, and finally increases again. This modified parabolic re­lationship allows scholars to synthesize previous realist theories into a single framework.

Divining Nuclear Intentions: A Review Essay

Although projections of nuclear proliferation abound, they rarely are founded on empirical research or guided by theory. Even fewer studies are informed by a comparative perspective. The two books under review—The Psychology of Nuclear Proliferation: Identity, Emotions, and Foreign Policy, by Jacques Hymans, and Nuclear Logics: Alternative Paths in East Asia and the Middle East, by Etel Solingen, are welcome exceptions to this general state of affairs, and represent the cutting edge of nonproliferation research. Both works challenge conventional conceptions of the sources of nuclear weapons decisions and offer new insights into why past predictions of rapid proliferation failed to materialize and why current prognoses about rampant proliferation are similarly flawed. While sharing a number of common features, including a focus on subsystemic determinants of national behavior, the books differ in their methodology, level of analysis, receptivity to multicausal explanations, and assumptions about decisionmaker rationality and the revolutionary nature of the decision. Where one author emphasizes the importance of the individual leader’s national identity conception in determining a state’s nuclear path, the other explains nuclear decisions primarily with regard to the political-economic orientation of the ruling coalition. Notwithstanding a tendency to overinterpret evidence, the books represent the best of contemporary social science research and provide compelling interpretations of nuclear proliferation dynamics of great relevance to scholars and policymakers alike.

Rejuvenating African Economies: The Role of Engineering in International Development

Africa6s ability to meet its human welfare needs, participate in the global economy, and protect the environment will require considerable investment in science and innovation in general and engineering in particular. This article argues that viable strategies for building competence in engineering should seek to link engineering training directly to infrastructure projects. The African policy community should launch a global review of the lessons learned from international development efforts over the last fifty years that could guide a new phase of international development cooperation with a focus on the role of science and engineering in sustainable development.
