The End of Cyber-Anarchy?

Joseph Nye argues that prudence results from the fear of creating unintended consequences in unpredictable systems and can develop into a norm of nonuse or limited use of certain weapons or a norm of limiting targets. Something like this happened with nuclear weapons when the superpowers came close to the brink of nuclear war in 1962, during the Cuban missile crisis. The Limited Test Ban Treaty followed a year later.

Inside China's controversial mission to reinvent the internet

On a cool day late last September, half a dozen Chinese engineers walked into a conference room in the heart of Geneva's UN district with a radical idea. They had one hour to persuade delegates from more than 40 countries of their vision: an alternative form of the internet, to replace the technological architecture that has underpinned the web for half a century. 

Whereas today's internet is owned by everyone and no one, they were in the process of building something very different - a new infrastructure that could put power back in the hands of nation states, instead of individuals.

Gas, Norms, and Statistics: The Jury is Still Out

Damir Kovačević, Afrimadona, and Martin Claar's (KAC) statistical adjudication between the potential role of norms versus strategic deterrence in preventing interstate chemical-weapons use is a welcome contribution (Vol. 26, Nos. 3–4, pp. 251–66). The authors conclude that a powerful non-use norm is the most convincing explanation for downtrending chemical warfare. However, closer examination by  David M. Allison and Stephen Herzog in this response to the original article reveals several analytical issues, including inaccurate presentation of data and alternative explanations, that may undermine their results.

The Overwhelming Case for No First Use

The arguments in favor of the United States' declaring that the only purpose of its nuclear weapons is to deter others who possess them from using theirs — in other words, that in no circumstances will this country use nuclear weapons first — are far stronger than the arguments against this stance. It must be hoped that the next US administration will take this no-first-use step promptly.

Deploying coal-bioenergy gasification systems with carbon capture and storage (CBECCS) provides a promising opportunity for China to realize its carbon mitigation and air pollution abatement goals simultaneously. The authors conducted a comprehensive assessment of CBECCS technology for China, with a focus on plant and fuel configurations (e.g., biomass ratios) and economics, as well as CO2 and greenhouse gas emissions and cobenefits for air quality.

Explaining the 2014 Sino–Russian Gas Breakthrough: The Primacy of Domestic Politics

On 21 May 2014, during a state visit by President Vladimir Putin to Beijing, China and Russia signed a $400 billion, 30-year gas deal. Under this agreement, China will import 38 billion cubic metres of natural gas from Russia’s Gazprom, beginning in 2018. Why, after 15 years of stalemated negotiations, did this breakthrough occur in 2014? Why did a natural, symbiotic gas relationship not develop earlier and more gradually? Most studies explain this by looking at Russia’s international isolation post Ukraine. Based on interviews with both Chinese and Russian officials this article argues the following: domestic incentives, rather than foreign-policy pressures, are the real force behind the timing of Sino–Russian energy breakthroughs in 2014.
