"Wars without Gun Smoke": Global Supply Chains, Power Transitions, and Economic Statecraft

    Authors:

| Fall 2023

Power transitions affect a state’s ability to exercise economic statecraft. As a dominating and a rising power approach parity, they face structural incentives to decouple their economies. This decoupling affects business-state relations: high-value businesses within the dominant power tend to oppose their state’s economic statecraft because of its costs to them, whereas low-value businesses within the rising power tend to cooperate because they gain from it.

Why China Has Not Caught Up Yet: Military-Technological Superiority, Systems Integration, and the Challenges of Imitation, Reverse Engineering, and Cyber-Espionage

| Winter 2018/19

The extraordinary complexity of today’s advanced weapons systems has significantly reduced the ability of states to imitate other states’ military technology. Consequently, U.S. rivals such as China will continue to struggle to develop indigenous capabilities that can match those of the United States.

Leadership and the Energiewende: German Leadership by Diffusion

| November 2016

The German energy transition—or Energiewende—stands out globally as one of the most prominent and widely discussed plans to transform an energy system. However, the ways in which Germany can and does promote the diffusion of its model remain to be systematically reviewed. Aiming at closing this gap, this article develops an analytical framework for "leadership by diffusion" and applies it to the Energiewende.

Reshaping Europe's Africa Policies

| Autumn 2016

"Africa's economic diplomacy will be dramatically shaped by the Continental Free Trade Area (CFTA) negotiations that will conclude in 2017. This builds on the Tripartite Free Trade Area covering 26 countries with 650 million people and a GDP of US$1.5 trillion. The CFTA will comprise a billion people with an initial GDP of $3 trillion. The foundations of the agreement include free trade, infrastructure development and industrialisation. This is a grand opportunity that will shape Africa's relationships with the UK, Europe and the rest of the world."

The Case for Offshore Balancing: A Superior U.S. Grand Strategy

| July/August 2016

"For nearly a century, in short, offshore balancing prevented the emergence of dangerous regional hegemons and preserved a global balance of power that enhanced American security. Tellingly, when U.S. policymakers deviated from that strategy—as they did in Vietnam, where the United States had no vital interests—the result was a costly failure."

| July 2015

The introduction of new energy technologies may lead to public resistance and contestation. It is often argued that this phenomenon is caused by an inadequate inclusion of relevant public values in the design of technology. In this paper, the authors examine the applicability of the value sensitive design (VSD) approach.
