This article revisits the Cutter Incident in the United States in April 1955 when mass-produced doses of polio vaccine containing insufficiently inactivated (killed) live polio virus were released to the U.S. public. The Cutter Incident also affected subsequent vaccine development and these lessons remain relevant in the international quest to create a rapidly developed vaccine for COVID-19. The Cutter Incident shows how things can go wrong when a vaccine is manufactured in haste and without adequate safety precautions during mass-production

A new National Cyber Power Index by the Belfer Centre at Harvard University ranks 30 countries on their level of ambition and capability. Offensive cyber-power—the ability to do harm in or through computer networks—is one measure. But so too are the strength of a country’s defences, the sophistication of its cyber-security industry and its ability to spread and counter propaganda.

Chinese cyber power is neck-and-neck with US, Harvard research finds

As conventional wisdom goes, experts tend to rank the U.S ahead of China, U.K.IranNorth KoreaRussia, in terms of how strong it is when it comes to cyberspace. But a new study from Harvard University’s Belfer Center shows that China has closed the gap on the U.S. in three key categories: surveillance, cyber defense, and its efforts to build up its commercial cyber sector.

“A lot of people, Americans in particular, will think that the U.S., the U.K., France, Israel are more advanced than China when it comes to cyber power,” Eric Rosenbach, the Co-Director of Harvard’s Belfer Center, told CyberScoop. “Our study shows it’s just not the case and that China is very sophisticated and almost at a peer level with the U.S.”

Why Matter Matters: How Technology Characteristics Shape the Strategic Framing of Technologies

The authors investigate how the executives of the two largest research institutes for photovoltaic technologies — the National Renewable Energy Laboratory (NREL) in Golden, USA and the Fraunhofer Institute for Solar Energy Systems (Fraunhofer ISE) in Freiburg, Germany — have made use of public framing to secure funding and shape the technological development of solar photovoltaic (PV) technologies. The article shows that the executives used four framing dimensions (potential, prospect, performance, and progress) and three framing tactics (conclusion, conditioning, and concession), and that the choice of dimensions and tactics is tightly coupled to the characteristics of the specific technologies pursued by the research institutes.

Governments as Partners: The Role of Alliances in U.S. Cleantech Startup Innovation

Accelerating innovation in clean energy technologies is a policy priority for governments around the world aiming to mitigate climate change and to provide affordable energy. Most research has focused on the role of governments financing R&D and steering market demand, but there is a more limited understanding of the role of direct government interactions with startups across all sectors. The authors  propose and evaluate the value-creation mechanisms of network resources from different types of partners for startups, highlighting the unique resources of government partners for cleantech startups.
