Influencing Clients in Counterinsurgency: U.S. Involvement in El Salvador’s Civil War, 1979–92

In foreign counterinsurgency campaigns from Vietnam to Afghanistan, the United States has often found local elites to be more hindrance than help. Client governments resist U.S.-prescribed reforms crucial to counterinsurgency success because such reforms would undermine their power. The history of the United States’ involvement in El Salvador’s civil war shows that placing strict conditions on military and economic aid is crucial to gaining client governments’ compliance.

U.S.-Cuba ties: In from the cold

Following 18 months of secret talks facilitated by Pope Francis and the Canadian government, President Barack Obama announced Wednesday that the United States and Cuba will re-establish diplomatic and economic relations, ending a political stalemate that began more than half a century ago.

Under the agreement, the United States will open an embassy in Havana; many existing travel, trade, and banking restrictions imposed on American citizens and businesses will be loosened; and Secretary of State John Kerry will review Cuba’s presence on the list of state sponsors of terrorism. Additionally, Obama said, two American prisoners in Cuba, contractor Alan Gross and an unidentified U.S. intelligence officer, were released in exchange for three Cuban spies who had been jailed in the United States since 2001.

In separate phone and email exchanges, the Gazette turned to two Harvard authorities on Cuba and American foreign policy to interpret the importance of the U.S. policy shift with the island nation, one of the last bastions of communist rule in the world, and where the agreement likely will lead, both economically and politically. The changes also have implications for Harvard.

Nicholas Burns is the Sultan of Oman Professor of the Practice of International Relations at the Harvard Kennedy School (HKS). A former U.S. ambassador to NATO and Greece and a career Foreign Service officer, Burns is also director of the Future of Diplomacy Project at HKS. Here are their insights.

Jorge Domínguez is co-chair of Harvard’s Cuban Studies Program, focusing on Cuba’s domestic and international politics and economics. He is also vice provost of international affairs at Harvard and the Antonio Madero Professor for the Study of Mexico at the Faculty of Arts and Sciences.

In this new lead article, Prof. Calestous Juma, Harvard University and Prof. Yee-Cheong Lee, UNESCO, reflect on the progress made since the UN Millennium Project's Task Force report on science, technology and innovation (ST&I) was published. In 2005, the Task Force released the report Innovation: applying knowledge in development. It outlined a number of ways in which ST&I could be used to realize the UN Millennium Development Goals (MDGs). The authors claim that the report has played a key catalytic role in raising global awareness of the importance of ST&I in development.

"The Rio+20 process is an important reminder of the urgency to guide global production and consumption patterns with sustainability principles. Sadly, there is really no genuine global institution that is championing sustainable development. The vision that inspired Rio has been supplanted by two extreme positions. The first is a group that believes economic growth will have trickle-down benefits for the environment. The environmental camp has successfully replaced the spirit of Rio with a one-sided agenda that leaves little room for recognising the central role that human wellbeing plays in natural resource management."

AgroDiplomacy: Growing Relations between Latin America and Africa

"The rising concern over global food price volatility has put agriculture at the center of international diplomacy. But unlike the 1950s when food aid became a major tool in international relations, modern interactions among states are being defined by trade and knowledge transfer. A new field — agricultural diplomacy (AgroDiplomacy) — is emerging as countries learn more about their shared ecological experiences and agricultural trade interests. The Security Curve and the Structure of International Politics: A Neorealist Synthesis

Realist scholars have long debated the question of how much power states need to feel secure. Offensive realists claim that states should constantly seek to increase their power. Defensive realists argue that accumulating too much power can be self-defeating. Proponents of hegemonic stability theory contend that the accumulation of capabilities in one state can exert a stabilizing effect on the system. The three schools describe different points along the power con­tinuum. When a state is weak, accumulating power increases its security. This is approximately the situation described by offensive realists. A state that con­tinues to accumulate capabilities will eventually triggers a balancing reaction that puts its security at risk. This scenario accords with defensive realist as­sumptions. Finally, when the state becomes too powerful to balance, its oppo­nents bandwagon with it, and the state’s security begins to increase again. This is the situation described by hegemonic stability theory. These three stages delineate a modified parabolic relationship between power and secu­rity. As a state moves along the power continuum, its security increases up to a point, then decreases, and finally increases again. This modified parabolic re­lationship allows scholars to synthesize previous realist theories into a single framework.

"...[T]he rivalry between models of socio-economic development did not begin with the cold war. During the Depression, liberals sought to show that planned economic and social development was possible without the use of autocratic methods. Liberal internationalists, aware that their totalitarian ideological competitors offered their own attractive modernization programmes needed a liberal champion. In the TVA they found a global model that became nearly synonymous with liberal development because of its claim to harmonize potentially destabilizing forces. At a time when development models were features of the international discourse, the TVA distinguished itself by offering proof that large-scale, socially transformative, planning-based development was viable in a liberal democracy. The ease with which these ideas supplied an ideological strategy during the cold war illustrated the degree to which modernization had already proved its effectiveness as a weapon against ideological challenges to liberalism."
