Proliferation and the Logic of the Nuclear Market

What explains the scale and speed of nuclear proliferation? One key factor is the level of competition among suppliers in the market for nuclear materials and technologies. When suppliers form a cartel, fewer countries can acquire what they need for a nuclear weapons program. If great power competition intensifies, suppliers will find it harder to cooperate and nuclear proliferation could accelerate.

The small open economies of the Gulf and Southeast Asia are pioneers in the establishment of

Sovereign Wealth Funds (SWFs). The SWFs of countries like Qatar and Singapore are among the

world’s largest in terms of total asset size relative to Gross Domestic Product. This article looks

at the different compulsions behind the setting up of SWFs by small open economies.

Sovereign wealth funds – large state-owned investment funds – are key players in international finance, but little is known about their underlying political drivers. Why do some states with surpluses choose to create sovereign wealth funds, while others advocate private finance institutions instead? This article speaks directly to this question by investigating the variation in sovereign wealth fund choices across nations with excess reserves.

Strategies of Nuclear Proliferation: How States Pursue the Bomb

Understanding which nuclear proliferation strategies are available to states and how to thwart them is crucial for global security. Analysis of the strategies chosen by potential proliferators, and particularly the history of India’s nuclear program, shows how states choose among four possible proliferation strategies: hedging, sprinting, hiding, and sheltered pursuit. Each strategy has vulnerabilities that can be exploited to prevent proliferation.
