Energy decisions reframed as justice and ethical concerns

Many energy consumers, and even analysts and policymakers, confront and frame energy and climate risks in a moral vacuum, rarely incorporating broader social justice concerns. Here, to remedy this gap, we investigate how concepts from justice and ethics can inform energy decision-making by reframing five energy problems — nuclear waste, involuntary resettlement, energy pollution, energy poverty and climate change — as pressing justice concerns.

System Failure: The Underlying Causes of US Policy-making Errors in Afghanistan

This article finds that there were severe shortcomings in the acquisition and processing of information and a lack of institutional self-evaluation; civilian and military leaders made major strategic misjudgements in mistaking the strategy for the goal, overestimating the efficacy of military force or resources, and drawing false lessons from history or analogous cases such as Iraq; leaders were predisposed to overconfidence and oversimplification; and, at the highest level, policies were distorted by domestic politics. The article contends that the cumulative impact of these shortcomings was sufficient to seriously disrupt the functioning of the foreign policy-making system.

Despite widespread adoption of genetically modified crops in many countries, heated controversies about their advantages and disadvantages continue. Especially for developing countries, there are concerns that genetically modified crops fail to benefit smallholder farmers and contribute to social and economic hardship. Many economic studies contradict this view, but most of them look at short-term impacts only, so that uncertainty about longer-term effects prevails. The authors address this shortcoming by analyzing economic impacts and impact dynamics of Bt cotton in India.

"It might be relatively easy, but actually quite unfortunate, for countries to achieve what some people might define as 'success' in Cancun:  a signed international agreement, followed by glowing press releases.  I say it would unfortunate, because such an agreement could only be the Kyoto Protocol on steroids: more stringent targets for the original list of industrialized countries (Annex I) and no meaningful commitments by the key rapidly-growing emerging economies, such as China, India, Brazil, Korea, Mexico, and South Africa."

Sustainable Development of the Indian Coal Sector

Increased availability of energy, especially electricity, is important for India to help advance economic and human development. Coal, which currently accounts for more than 50% of total primary commercial energy supply in the country and for about 70% of total electricity generation, is likely to remain a key energy source for India for at least the next 30–40 years. Thus, sustainable development of the Indian coal sector is necessary to ensure the ability to sustain the increased production of coal in the country and to do so in an environmentally and socially sustainable manner.

Carbon Mitigation in the Indian Coal-Power Sector: Options and Recommendations

Given coal's large contribution to India's emissions, it is important to explore options for reducing emissions from the Indian coal power sector. Even as India awaits stronger action by industrialized countries, several no-regrets options can still be instituted to position the Indian coal-power sector appropriately for an eventual deeper carbon mitigation strategy: (a) improve efficiency of generation, transmission and distribution, and end-use systems; (b) aggressively deploy higher-efficiency coal combustion technologies; (c) develop a strategic plan for technology innovation; (d) improve environmental regulations to keep open economic carbon capture options; and (e) invest in detailed geological assessment of carbon storage sites.
