The Rise of Muslim Foreign Fighters: Islam and the Globalization of Jihad

Why has transnational war volunteering increased so dramatically in the Muslim world since 1980? Standard explanations, which emphasize U.S.-Saudi support for the 1980s Afghan mujahideen, the growth of Islamism, or the spread of Wahhabism are insufficient. The increase in transnational war volunteering is better explained as the product of a pan-Islamic identity movement that grew strong in the 1970s Arab world from elite competition among exiled Islamists in international Islamic organizations and Muslim regimes.

Roles at Odds: The Roots of Increased Iran-U.S. Tension in the Post-9/11 Middle East

"The United States' determination on minimizing Iran's regional role has led in actuality to the adoption and pursuit of an oppositional posture and role on the part of Iran. This dichotomous situation and role-playing has important implications for foreign policymakers in Tehran and Washington. If the United States continues to ignore Iran's increased role in the region, Washington risks disrupting the natural power equations, potentially exacerbating the conflict. If, however, the United States can accept Iran's role in the region's new security architecture, especially in the Persian Gulf area, and change its policy of castigating Iran as the main source of threat for the region, Washington and Tehran can ultimately reach a practical rapprochement and find an accommodation that will advance the interests of both states in the region."

Iran's Foreign Policy Strategy after Saddam

"The prevailing view in the United States is that Ahmadinejad's foreign policy and Iran's increasing presence in the region has been offensive, expansionist, opportunistic, and often ideological. Though Iran has occasionally taken advantage of new opportunities, these characterizations have been exaggerated in the United States. Instead, Iran's action should be perceived in a more pragmatic light. Though Ahmadinejad may himself be an ideological and divisive figure, Iran's foreign policy strategy predates him and ought to be viewed as a wider Iranian effort to secure its geostrategic interests and national security concerns. Despite Ahmadinejad's tendencies to indulge his eccentricities, the logic of Iran's foreign policy decisionmaking process always ensures this return to pragmatism."

Improving India's Counterterrorism Policy after Mumbai

"All of these pathologies were evident in the failure to prevent or appropriately respond to the Mumbai attacks. There was in fact significant intelligence suggesting a seaborne terrorist attack was likely, and even that prominent sites such as the Taj Hotel would be targeted. This information, however, was ignored by several key bureaucratic actors—including the Coast Guard and the Maharashtra state director-general of police—because it was deemed unactionable. Others, such as the Maharashtra Anti-Terrorism Squad, at least attempted some kind of preparation. The differences in readiness highlight the extent of fragmentation among the security apparatus. Even when Mumbai police tried to take preventive action, they lacked the manpower to sustain increased security at the hotels. Once the attack occurred, the security forces did not have sufficient night-vision equipment, heavy weaponry, or information about the attack sites, leading to a long response time and the emergence of a disastrous siege...."

Shifting Trends in Suicide Attacks

"By far, the most dramatic trend related to the location of suicide attacks is the gradual shift of incidents from Iraq to Afghanistan and Pakistan. Between July 2007 and June 2008, the last one-year period for which data on suicide attacks are available, 58.2% of suicide attacks struck Iraq, and 36.6% struck Afghanistan and Pakistan. This compares to a much wider gap between suicide attacks in Iraq and Afghanistan/Pakistan in the preceding year (July 2006 to June 2007), when 69.3% of attacks took place in Iraq, and 25.1% in Afghanistan and Pakistan...."

"If the Pakistani authorities cannot or will not play their part, a way should be found to scale back significantly the U.S. and NATO military commitment in Afghanistan. Our fundamental problem, it should be emphasized, is with Al Qaeda, and secondarily with the Taliban, who sheltered Al Qaeda. We cannot be perceived as moving toward a colonial war, as happened in Vietnam...."

When Does the Mission Determine the Coalition? The Logic of Multilateral Intervention and the Case of Afghanistan

"Using the debate between the logic of appropriateness and consequences as a theoretical backdrop, I argue that neither is able to explain the United States' choices between unilateralism and multilateralism in post-Cold War military interventions....In this article, I suggest that "consequences" are best specified according to time horizon, which creates intertemporal tradeoffs between the long-term benefits of multilateralism and immediate payoffs of unilateralism, and the nature of the intervention, which affects the operational payoffs of multilateralism. I test this argument and the existing explanations against the case of Afghanistan. Its within-case variation — largely unilateral in combat operations and robustly multilateral in post-conflict phases — lends strong support to the logic of consequences as specified according to time horizon and operational payoff."

No Sign until the Burst of Fire: Understanding the Pakistan-Afghanistan Frontier

The portion of the Pakistan-Afghanistan border area dominated by Pashtun tribes poses the greatest challenge to U.S. national security interests. Here, extremist groups such as the Taliban and al-Qaida continue to enjoy safe haven. The Pashtun, whose tribal structures have been subverted since the 1970s, represent a unique cultural challenge that the U.S. foreign policy establishment has failed to appreciate. To reverse the trend of radicalization in this area, the United States and the Afghan government must strengthen and rebuild the Pashtuns’ tribal structures while reducing the external pressures on them. Maintaining the current policy of extending the central government into this region will only foment insurgency among a proto-insurgent people.

The Rise of Afghanistan's Insurgency: State Failure and Jihad

In 2001 U.S. and Afghan forces overthrew the Taliban regime in Afghanistan. Less than a year later, insurgents began a sustained effort to bring down the government of Hamid Karzai. Fueling this insurgency was the collapse of governance following the ouster of the Taliban. To counter the insurgents, the government must extend governance into Afghanistan’s rural areas and establish effective law and order. Also needed is greater cooperation by the Pakistani government to capture or kill jihadists and undermine their ideological support.
