CIPHER BRIEF INTEL REPORT — During a recent visit to Kyiv centered around The Cipher Brief’s Kyiv Economic and Security Forum, a small Cipher Brief delegation met with a variety of representatives from government, business, and civil society, who conveyed a consistent and compelling message of unity and determination to win the war that Russia started in 2014 with the invasion of Crimea, and since February 24, 2022, when it launched a full-scale invasion of Ukraine.

New forms of international cooperation and technology competition with China are the main drivers of public investment in energy innovation, though it remains insufficient to help meet climate goals.

As latecomers to the industrialization process, developing countries may face barriers to upgrading from the production of mass-produced goods to higher-value technologies. Using a comparative qualitative case study focusing on three renewable energy technologies, this paper develops a typology of catching-up opportunities in green energy industries and finds that policymakers should target certain technologies in their industrial strategies based on certain technology characteristics, and should seek opportunities to capitalize on a local niche that creates a need for innovation.

The US–Soviet Hotline was created soon thereafter, in 1963, and has operated continuously ever since. It was intended to provide a quick, reliable, confidential, ever-ready communications between heads of state in the event of crisis or war.  Hotlines remain a prudent, low-cost preparation that could prove essential in the event of a crisis that seems to be slipping out of control.

Technological innovation and widespread deployment of clean-energy technologies in emerging economies are critical for a global clean energy transition. Success or failure in this endeavour will have long-term energy and carbon consequences. A fundamental question exists about whether, and how, emerging economies can accelerate clean-energy transitions, given the unprecedented scales of their impending socio-economic and infrastructure transitions, and often-underdeveloped technological innovation capabilities and supporting finances. 

The authors examine the impact of the US Advanced Research Projects Agency-Energy (ARPA-E) on two outcomes for startup companies: innovation (measured by patenting activity) and business success (measured by venture capital funding raised, survival, and acquisition or initial public offering).
