Deploying coal-bioenergy gasification systems with carbon capture and storage (CBECCS) provides a promising opportunity for China to realize its carbon mitigation and air pollution abatement goals simultaneously. The authors conducted a comprehensive assessment of CBECCS technology for China, with a focus on plant and fuel configurations (e.g., biomass ratios) and economics, as well as CO2 and greenhouse gas emissions and cobenefits for air quality.

Societal (In)Security in the Middle East: Radicalism as a Reaction?

Societal insecurity, stemming from historical and functional realities has emboldened the identity-based gap of states vs. societies in the Arab region. The division of the Ottoman Empire into new states without much attention to identity lines, created a historical identity challenge in those states. On the other hand, Arab ruling elites’ efforts to enforce state-centred identities failed to prevent the challenge of conflicting identities. Later on, their functional inefficiencies emboldened the identity dichotomy.

As a result of threats perceived by Arab societies against their collective identity as well as separate challenges facing each state, the state-society gap continues to challenge state identities. Collectively perceived threats create and strengthen collective frameworks intended to address those threats. And among other frameworks come radical and terrorist organisations.

Addressing the Nuclear Ban Treaty

The Nuclear Nonproliferation Treaty (NPT), a bedrock of international security, had the 50-year anniversary of its signing in 2018. While the existence of the treaty has not been able to prevent a handful of states from seeking nuclear weapons, for half a century the NPT has promoted norms of nuclear nonproliferation and disarmament. Only nine states possess nuclear weapons today, far below the number predicted early in the nuclear age. Nonetheless, a second nuclear treaty, adopted in 2017, represents a significant and growing crack in the foundation of the NPT and suggests that relations among its members need to change if the treaty is going to survive another 50 years.

Governments as Partners: The Role of Alliances in U.S. Cleantech Startup Innovation

Accelerating innovation in clean energy technologies is a policy priority for governments around the world aiming to mitigate climate change and to provide affordable energy. Most research has focused on the role of governments financing R&D and steering market demand, but there is a more limited understanding of the role of direct government interactions with startups across all sectors. The authors  propose and evaluate the value-creation mechanisms of network resources from different types of partners for startups, highlighting the unique resources of government partners for cleantech startups.

Iran's Syria Strategy: The Evolution of Deterrence

Iran has been a critical player in the Syrian war since 2011, crafting a complex foreign policy and military strategy to preserve its Syrian ally. What have been the drivers of Iranian decision-making in this conflict? And how has Iranian strategy evolved over the course of the war? This article argues that the logic of deterrence has been fundamental not just for shaping the contours of Iran–Syria relations since the Islamic Revolution of 1979, but also for determining the overall trajectory of Iranian strategy in the Syrian war. The authors outline Iran's decision-making calculus and divide the country's strategy on Syria after the Arab Spring into four primary phases: 1) a ‘Basij’ strategy to establish local militias in Syria; 2) a regionalization strategy to incorporate transnational fighters and militias in the war effort; 3) an internationalization strategy to incorporate Russia and balance the United States; and 4) a post-ISIS deterrence strategy to balance against the United States, Turkey and Israel. Iran's Syria strategy progressively escalated in response to the possible defeat of its ally and the deterioration of its forward deterrence capacities against the United States and Israel. Today, the potential for direct inter-state conflict is rising as proxy warfare declines and Iran attempts to maintain the credibility of its forward deterrence.

A Process for Capturing CO2 from the Atmosphere

The authors describe a process for capturing CO2 from the atmosphere in an industrial plant. The design captures ∼1 Mt-CO2/year in a continuous process using an aqueous KOH sorbent coupled to a calcium caustic recovery loop. They describe the design rationale, summarize performance of the major unit operations, and provide a capital cost breakdown developed with an independent consulting engineering firm. They report results from a pilot plant that provides data on performance of the major unit operations.

Simultaneous Pursuit of Discovery and Invention in the US Department of Energy

There is a sharp boundary between basic and applied research in the organizational structure of the US Department of Energy (DOE). In this work, the authors consider a branch of DOE that was designed to operate across this boundary: the Advanced Research Projects Agency — Energy (ARPA-E). They hypothesize that much of energy research cannot be neatly categorized as basic or applied and is more productive outside of the confines of the basic/applied dichotomy; ARPA-E provides an opportunity to test that hypothesis.

Debunking myth: economic values in the Arab Worldthrough the prism of opinion polls

Using World Value Survey opinion poll data, we empirically characterize the economic values and norms held by individuals in the Arab world, in comparison to values held in the rest of the world. We find that, contrary to some common beliefs, there are many values that predispose citizens of Arab countries to be part of a market economy, including a high level of work ethics, comfort with competition and the work of markets, and a high level of economic motivation.
