Two Types of Applied History

In recent years, a concerted effort has been made to build up and delineate a discipline of applied history. But there has been little discussion about what applied history is, how the discipline navigates a range of epistemological problems, and how applied history is distinct from other disciplines that use historical data and attend to matters of policy—particularly political science. This article considers some of these questions with respect to two common methods of applied history: analogy and genealogy.

Managing Plastic Pollution in the Arctic Ocean: An Integrated Quantitative Flux Estimate and Policy Study

Plastic pollution in the Arctic marine system is sparsely quantified, and few enforceable policies are in place to ameliorate the issue. In this paper, Dewey and Mackie estimate the flux of plastic through rivers, sea ice, and ocean, and quantify marine plastic pollution from Arctic shipping and fishing. They also examine how a suite of proposed policy interventions would quantitatively change those concentrations.

Fossil Fuel Divestment and Public Climate Change Policy Preferences: An Experimental Test in Three Countries

Divestment is a prominent strategy championed by activists to induce positive social change. For example, the current fossil fuel divestment movement includes over 1,500 institutions that control $40 trillion in assets. A primary pathway through which divestment is theorized to be effective is by influencing public beliefs and policy preferences, thus pressuring policymakers to take action. However, prior research only tests this argument via qualitative case studies. The authors assess the impact of exposure to information about fossil fuel divestment on public opinion through the use of national survey experiments in three major greenhouse gas emitters: the U.S., India, and South Africa.

Policy Spillovers, Technological Lock-In, and Efficiency Gains from Regional Pollution Taxes in the U.S.

We used the US-TIMES energy-system model in conjunction with integrated assessment models for air pollution (AP3, EASIUR, InMAP) to estimate the consequences of local air pollutant (LAP) and carbon dioxide (CO2) policy on technology-choice, energy-system costs, emissions, and pollution damages in the United States. We report substantial policy spillover: Both LAP and CO2 taxes cause similar levels of decarbonization. Under LAP taxes, decarbonization was a result of an increase in natural gas generation and a near-complete phaseout of coal generation in the electric sector. Under a CO2 tax, the majority of simulated decarbonization was a result of increased electric generation from wind and solar. We also found that the timing of the CO2 and LAP taxes was important. When we simulated a LAP tax beginning in 2015 and waited until 2025 to introduce a CO2 tax, the electric sector was locked into higher levels of natural gas generation and cumulative 2010–2035 energy system CO2 emissions were 8.8 billion tons higher than when the taxes were implemented simultaneously. A scenario taxing CO2 and LAPs simultaneously beginning in 2015 produced the highest net benefits, as opposed to scenarios that target either CO2 or LAPs, or scenarios that delayed either LAP or CO2 taxes until 2025. Lastly, we found that net benefits compared to business as usual are higher under a regional versus a national LAP-tax regime, but that efficiency gains under the regional tax are not substantially higher than those under the national LAP-tax policy.

An Illusory Entente: The Myth of a Russia-China-Iran “Axis”

This article examines the trilateral relations between Russia, China, and Iran through their engagement in various issues from domestic, regional, and international levels. It explores the practices and coordination between Russia, China, and Iran in the international order, the Iranian Nuclear Program, the Shanghai Cooperation Organisation, domestic regime security, and economic connectivity. The article concludes that although Russia, China, and Iran have had overlapping interests and approaches in terms of contesting the Western created and dominated international "liberal" order, strengthening domestic regime security, defending authoritarian governance, and supporting de-dollarization, all of which have brought the three sides closer, a Russia–China-Iran axis has not thus far materialized. Rather, due to the lack of regularized and institutionalized mechanisms, the tripartite relationship remains an illusory entente, which is essentially driven by the bilateral ties followed by modest trilateral coordination in ad-hoc situations.

The Nuclear Fuel Cycle and the Proliferation ‘Danger Zone’

Horizontal nuclear proliferation presents what is sometimes referred to as the "Nth country problem," or identifying which state could be next to acquire nuclear weapons. Nuclear fuel cycle technologies can contribute to both nuclear power generation and weapons development. Consequently, observers often view civilian nuclear programs with suspicion even as research on nuclear latency and the technological inputs of proliferation has added nuance to these discussions. To contribute to this debate, the author puts forth a simple theoretical proposition: En route to developing a civilian nuclear infrastructure and mastering the fuel cycle, states pass through a proliferation "danger zone."
