A “Nuclear Umbrella” for Ukraine? Precedents and Possibilities for Postwar European Security

Europe after the Russo-Ukrainian War must develop a new security structure to defend against any Russian aggression. The safest option is a non-offensive, confidence-building defense. This option includes proposals such as the “spider in the web” strategy and the “porcupine” strategy to provide for European security in a region threatened by Russian expansion—without relying on the threat of nuclear war.

The non-Soviet members of the Warsaw Pact contributed to the end of the Cold War along with the superpowers. These Eastern European states recognized that their relationship with the Soviet Union would impede their success in the post–Cold War world, so they ended the Pact.

Egypt’s Nuclear Megaproject Faces Uncertainty As Russian Funding Squeezed

In an interview with Nada Ramadan Ahmed, North Africa Analyst with MEES magazine, she quotes Marina Lorenzini on the topic of the El Dabaa Nuclear Power Plant in Egypt: "Putin has used the Russian nuclear energy industry, through Rosatom, as a strategic export to build deep dependencies with geopolitically significant countries, such as Bangladesh, Egypt, and Turkey. So, even as times get tough in Moscow, Rosatom's foreign projects may not receive an immediate axe."

Other companies cannot necessarily replace Rosatom if needed, leaving Cairo "in a bind to negotiate with Moscow on a point-by-point basis on how to purchase and integrate new equipment. Moscow will likely not welcome such a move, and Cairo may not have a strong enough bargaining position, especially if it's not paying its bills on time, in order to introduce non-Russian supplies on site."

“This is not a decision or set of steps that are happening in haste by any means, and this is a practice that is common and consistent around the world and with the nuclear energy industry,” said Marina Lorenzini of the Belfer Center for Science and International Affairs at the Harvard Kennedy School of Government.

According to data posted online by the Japanese Ministry of Economy, Trade and Industry, water with much higher levels of tritium has been discharged by nuclear facilities in countries including China, South Korea, Canada and France in line with local regulations.

Lorenzini said that the IAEA’s active engagement in the Fukushima process “makes me feel a lot more comfortable and confident with the events we see playing out today.”

The IAEA said this week that it would maintain an onsite presence at the Fukushima plant, where it opened an office last month, and publish real-time and near real-time monitoring data.

“I think we have good reason to believe that this will be a well-monitored and well-maintained operation,” Lorenzini said.

Rather than revolutionizing war, drones demonstrate its evolution. The principle of air warfare remains avoiding exposure to the enemy. Drones are unlikely to shift the offense-defense balance toward the offense because they are vulnerable to attacks from the ground and air.

The ecological tradeoffs of desalination in land-constrained countries seeking to mitigate climate change

The global demand for desalinated water is increasing at a remarkable rate. In a future with increasing demand for water and low-carbon electricity, an interesting ecological dilemma emerges. In a decarbonized world, providing desalinated water for domestic use and aquatic ecological restoration could increasingly come at the expense of open space lost to renewables such as solar photovoltaics (PV) and wind turbines. In this article we examine the environmental tradeoffs of providing freshwater from desalination under a solar photovoltaic-based decarbonization strategy, using Israel as an example.

Risks to Persian Gulf Cities from Spent Fuel Fires at the Barakah and Bushehr Nuclear Power Plants

Interest in nuclear power has grown in some Middle Eastern states despite poor economics, seismic activity, and attacks on nuclear facilities in the region. This article assesses risks from cesium-137 release and dispersal from spent nuclear fuel fires at Barakah in the United Arab Emirates and Bushehr in Iran to public health, the water supply, and the food security of major Persian Gulf cities. Doha, Dammam, Al-Hofuf, and Manama are most at risk of receiving 1.5 MBq/m2 for a spent fuel fire at Barakah, while a spent fuel fire at Bushehr could affect Shiraz, Ahvaz, Basrah, and Kuwait City, albeit at lower probabilities. Absent a decision to end nuclear power in the region, options for reducing the potential risks of spent fuel fires on Persian Gulf populations include the timely transfer of spent fuel from pools into safer dry cask storage, multilateral disaster-response planning, and a commitment not to attack nuclear facilities.
