China is the world's top carbon emitter and suffers from severe air pollution. It has recently made commitments to improve air quality and to peak its CO2 emissions by 2030. The authors examine one strategy that can potentially address both issues—utilizing long-distance electricity transmission to bring renewable power to the polluted eastern provinces.

Air Quality, Health, and Climate Implications of China’s Synthetic Natural Gas Development

China’s coal-based synthetic natural gas (SNG) projects can reduce air pollution and associated premature mortality by substituting for direct coal use in power, industry, and households. These benefits, however, come with increased CO2 emissions unless carbon capture and storage (CCS) is applied in SNG production. Even with CCS, SNG has higher CO2 emissions than conventional natural gas. In the United States, increases in natural gas supplies have been primarily deployed to the power sector. In China, however, due to inefficient and uncontrolled coal combustion in households, we find that allocating currently available SNG to the residential sector provides the largest air quality and health benefits and smallest climate penalties compared with allocation to the power or industrial sectors.

Here, to remedy this gap, we investigate how concepts from justice and ethics can inform energy decision-making by reframing five energy problems — nuclear waste, involuntary resettlement, energy pollution, energy poverty and climate change — as pressing justice concerns.

Steps to China's Carbon Peak

China is the world's largest emitter of carbon dioxide, accounting for one-quarter of the global total in 2013. Although the country has successfully lowered the rate of emissions from industry in some cities through improved technology and energy-efficiency measures, rapid economic growth means that more emissions are being added than removed. Without mitigation, China's CO2 emissions will rise by more than 50% in the next 15 years.

Pollution Without Revolution

"Given Beijing's new emphasis on the environment, an even bigger challenge will be addressing the global dimensions of its pollution, the effects of which don't stop at the water's edge. China is by far the largest source of air pollution among all Asian countries, including India, and Chinese emissions negatively affect air quality in a host of neighboring countries, particularly Japan. Chinese air pollution is even degrading air quality in the United States."

Advancing Carbon Capture and Sequestration in China: A Global Learning Laboratory

China's dependency on coal fuels the country's phenomenal economic growth but at a major cost to the country's air and water quality, ultimately threatening human health and the country's continued economic growth. The Chinese government's efforts to put China onto a cleaner, low carbon development path have been substantial; however China's pollution and greenhouse gas emissions continue to grow. In an attempt to develop its own advanced coal generation technologies to improve the country's air quality and energy efficiency, the Chinese government is investing heavily in gasification and other technologies that can be employed in carbon capture and sequestration (CCS) applications. This investment has turned China into a global laboratory for CCS pilot projects, attracting foreign governments, multilateral institutions, nongovernmental organizations, and business partners.
