Former Diplomats Discuss Global Refugee Crisis

David W. Miliband, president and CEO of the International Refugee Committee, discussed the global refugee crisis with Kennedy School professor Nicholas Burns at an Institute of Politics event Thursday evening.

At the event, entitled “The Refugee Crisis and What Can Be Done About It,” Miliband and Burns, who served as the Under Secretary of State for Political Affairs during the Bush administration, discussed ongoing humanitarian challenges in Syria, connecting the issue to a broader “forgotten crisis” of global population displacement.

Why the President Needs a Council of Historians

We urge the next president to establish a White House Council of Historical Advisers. Historians made similar recommendations to Presidents Carter and Reagan during their administrations, but nothing ever came of these proposals. Operationally, the Council of Historical Advisers would mirror the Council of Economic Advisers, established after World War II. A chair and two additional members would be appointed by the president to full-time positions, and respond to assignments from him or her. They would be supported by a small professional staff and would be part of the Executive Office of the President.

Russia and America: Stumbling to War

In the United States and Europe, many believe that the best way to prevent Russia’s resumption of its historic imperial mission is to assure the independence of Ukraine. They insist that the West must do whatever is required to stop the Kremlin from establishing direct or indirect control over that country. Otherwise, they foresee Russia reassembling the former Soviet empire and threatening all of Europe. Conversely, in Russia, many claim that while Russia is willing to recognize Ukraine’s sovereignty and territorial integrity (with the exception of Crimea), Moscow will demand no less than any other great power would on its border. Security on its western frontier requires a special relationship with Ukraine and a degree of deference expected in major powers’ spheres of influence. More specifically, Russia’s establishment sentiment holds that the country can never be secure if Ukraine joins NATO or becomes a part of a hostile Euro-Atlantic community. From their perspective, this makes Ukraine’s nonadversarial status a nonnegotiable demand for any Russia powerful enough to defend its national-security interests.

Ten Strategies to Systematically Exploit All Options to Cope with Anthropogenic Climate Change

The frequency and severity of many types of extreme weather events may be changing because of climate change. To date, most vulnerability studies and resulting toolkits for decision makers, while state of the art, only address a specific subset of possible extreme weather events and mitigation and adaptation efforts. This paper extends Haddon's strategies to facilitate a holistic, systematic analysis of the options that communities have to cope with uncertain impacts from multiple hazards in multiple sector of society. This framework distinguishes between efforts to reduce the hazard, the exposure, and the vulnerability, thus helping end the semantic confusion of the meaning of adaptation and mitigation.

Despite their disagreements, proponents of deep engagement and offshore balancing share an optimistic but unrealistic assessment regarding the durability of U.S. military dominance. China’s antiaccess/area denial strategy and conventional precision-strike capabilities are already undermining the United States’ military dominance in East Asia. The United States will need to adapt its military to meet this challenge.

The Collapse of North Korea: Military Missions and Requirements

The upcoming transition in North Korea’s leadership will not inevitably bring about a collapse of government, but the potential consequences of such an event necessitate advance and combined planning. It is imperative that China, South Korea, and the United States develop a coordinated response, as each of these countries could take destabilizing action to protect their individual interests. A relatively benign collapse could require 260,000 to 400,000 troops to gain control of North Korea’s nuclear weapons, prevent humanitarian disaster, manage regional refugees, and ensure stable U.S.-Chinese relations. Civil war or war on the peninsula would only increase these requirements.
