China is extending its influence in Southeast Asia, but the United States still holds the upper hand in military strength, foreign aid, and soft power.

In this article, the authors review the state of the art of ocean energy in desalination. It explores different sources of energy from the ocean that include electricity generation, as well as mechanical force and thermal energy and salinity gradients that can also be directly harnessed for powering the desalination processes. They also examine recent advances in scaling up for commercial deployment and discuss relevant cost, environmental, and social concerns.

"Within a month of becoming China’s leader in 2012, Xi specified deadlines for meeting each of his 'Two Centennial Goals.' First, China will build a 'moderately prosperous society' by doubling its 2010 per capita GDP to $10,000 by 2021, when it celebrates the 100th anniversary of the Chinese Communist Party. Second, it will become a 'fully developed, rich, and powerful' nation by the 100th anniversary of the People's Republic in 2049. If China reaches the first goal— which it is on course to do—the IMF estimates that its economy will be 40 percent larger than that of the U.S. (measured in terms of purchasing power parity). If China meets the second target by 2049, its economy will be triple America's."

"Increasingly, however, the openness that enables the United States to build networks, maintain institutions, and sustain alliances is itself under siege. This is why the most important challenge to the provision of world order in the twenty-first century comes not from without but from within."

Decision-makers often seek to design policies that support sustainable development. Prospective evaluations of how effectively such policies are likely to meet sustainability goals have nonetheless remained relatively challenging. Evaluating policies against sustainability goals can be facilitated through the inclusive wealth framework, which characterizes development in terms of the value to society of its underlying capital assets, and defines development to be potentially sustainable if that value does not decline over time.
