“It was too quiet.”

That was the sentiment expressed by a number of the 45 election officials from 23 states who gathered earlier this month at Harvard for a Belfer Center Defending Digital Democracy (D3P) Midterm After-Action Conference to discuss problems around their November midterm elections.  Most said they experienced significant but mostly unintended misinformation – and some disinformation – along with a number of other challenges to their electoral processes, but not the extensive foreign cyber and other attacks that took place during the 2016 presidential election.

More than 120 election officials from 38 states gathered in Cambridge, Massachusetts, this week to participate in role-playing exercises that provided them with tips, tools, and training to fortify their election systems against cyber attacks and information operations. Organized by the Defending Digital Democracy Project (D3P) at Harvard Kennedy School’s Belfer Center for Science and International Affairs, the two-day event featured a tabletop exercise (TTX) scenario for officials that simulated attacks on election systems ranging from hacks and social media misinformation to  manipulation of voter information and trust. The state and local election officials learned how to better prepare, defend, and respond to a range of attacks on the integrity of American elections and how to empower their colleagues back home with this knowledge as they prepare for the 2018 and 2020 elections.   

Leading up to and during the 2016 Nuclear Security Summit, Belfer Center experts released reports, published commentary, and provided insight and analysis into global nuclear security. In advance of the Summit, the Project on Managing the Atom set the stage for discussion with the report Preventing Nuclear Terrorism: Continuous Improvement or Dangerous Decline?

The Project on Managing the Atom (MTA) at the Harvard Kennedy School of Government seeks Student Associates for the summer of 2016. These internships provide opportunities for undergraduate or graduate students to meet experts in nuclear policy, attend lectures and seminars, and assist MTA project faculty, staff, and fellows with their research. MTA will provide a modest hourly wage or academic credit for the internship.

Just one week after “implementation day,” when Iran completed its nuclear commitments and the nuclear-related sanctions were lifted, Martin B. Malin, Executive Director of the Project to Manage the Atom at Harvard University’s Belfer Center, spoke about the current state of non-proliferation affairs in the Middle East with Michael Moran, Visiting Media Fellow on Peace and Security at Carnegie Corporation of New York.

The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

The “Joint Comprehensive Plan of Action”—the nuclear agreement between the P5+1 and Iran—will enter the implementation phase within months. US policy makers must now consider how best to strengthen the accord as implementation approaches, and in how best engage Iran as implementation proceeds. In this discussion, nonproliferation experts William H. Tobey and Matthew Bunn discuss how to strike an effective balance between cooperation and confrontation in dealing with Iran on the nuclear agreement and beyond. The discussion was moderated by Martin B. Malin and followed by Q&A with the audience.

On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.

After Professor Nikos Passas (Northeastern University) led an MTA Seminar on February 25, titled "Illicit Flows: What They Hide and How to Counter Them", MTA Associate Aaron Arnold interviewed Pasass on Iran's Verification Regime.
