HPCA and Director Robert Stavins played an active role at COP 28 in Dubai, which concluded on December 12 with an historic agreement calling for “transitioning away” from fossil fuels. Aside from moderating an official HPCA Side Event on reducing global methane emissions, Stavins also participated in several other panel discussions and forums on issues relating to the climate change negotiations as well as meetings with participants and journalists. In May 2023, the Arctic Initiative hosted a workshop in partnership with the Science and Technology Directorate of the U.S. Department of Homeland Security (DHS). The focus was on the challenges posed by the impacts of rapid climate change in Alaska; how DHS and its components— including the Federal Emergency Management Agency (FEMA), the Cyber and Infrastructure Security Agency (CISA), and the U.S. Coast Guard (USCG)—are addressing them; and what possibilities may exist for DHS to do more and better.

Antonio Perry MPP 2024 and Monserrat Ocana MPP 2024 had the opportunity to intern with Iceland’s National Energy Authority (NEA) and contribute to the country’s ambitious climate journey. 

On December 3, 2022, Nicola De Blasio, Senior Fellow with the Belfer Center’s Environment and Natural Resources Program (ENRP), chaired a panel discussion, “Is Hydrogen Our Future?,” at the Rome MED – Mediterranean Dialogue (Rome MED), an annual high-level conference on Mediterranean geopolitics. The panel discussion was part of ENRP’s Future of Hydrogen project’s ongoing engagement with global policymakers, who are increasingly viewing hydrogen as a solution to meeting their decarbonization and energy security goals. 

As climate change and economic activity in the region accelerate in the Bering Strait region, the United States and Russia have a common interest in mitigating these shared environmental risks. A November workshop hosted by Harvard Kennedy School’s Arctic Initiative, the Wilson Center’s Polar Institute, and the World Wildlife Fund (WWF) brought together seventeen experts to explore potential actions that the United States and Russia could pursue, jointly or independently, to protect the Bering Strait’s sensitive marine ecosystem and coastal communities. 

Bullets Not Ballots: Success in Counterinsurgency Warfare, which was published as part of the Cornell Studies in Security Affairs in May 2021, has been named the American Political Science Association (APSA) Foreign Policy Section's Best Book for 2021–2022.  The award will be presented in September 2022 at the APSA Annual Meeting in Montreal, Quebec.

The Danish Minister of Climate, Energy, and Utilities expressed his hope that the tragic war in Ukraine will help accelerate the clean energy transformation by weaning Europe off Russian gas during a Virtual Forum (view recording here) last Friday (April 8). The event was hosted by the Harvard Project on Climate Agreements (HPCA) and moderated by Robert Stavins, HPCA Director and A.J. Meyer Professor of Energy and Economic Development. 

The Harvard Project conducted a research and policy workshop in December 2021, “Subnational Climate Change Policy in India.” Co-sponsors were the Centre for Policy Research, in New Delhi, and the Lakshmi Mittal and Family South Asia Institute at Harvard University.

The Harvard Project conducted a joint research workshop in October 2021, “ETS and the power sector in China and other Asian countries: interactions, design, and operation.” Co-organizers were the Asia Society Policy Institute (ASPI) and the Center for Energy Economics and Strategy Studies, Fudan University.

Jeju Island, the 707 square mile self-governing province off the south coast of South Korea which is making ambitious strides toward its goal of becoming carbon neutral by 2030, serves as a potential important demonstration for other sub-national entities that seek to reduce their global climate footprint.
