HPCA and Director Robert Stavins played an active role at COP 28 in Dubai, which concluded on December 12 with an historic agreement calling for “transitioning away” from fossil fuels. Aside from moderating an official HPCA Side Event on reducing global methane emissions, Stavins also participated in several other panel discussions and forums on issues relating to the climate change negotiations as well as meetings with participants and journalists. HPCA Hosts COP 28 Side Event on the Challenges and Opportunities of Reducing Global Methane Emissions

The Harvard Project on Climate Agreements (HPCA) assembled a panel of leading academics and government officials to discuss strategies for achieving significant methane emissions reductions at relatively low costs at an official COP 28 Side Event last Wednesday (Dec. 6). The event, titled “Reducing Global Methane Emissions: Imperatives, Opportunities, and Challenges,” was moderated by HPCA Director Robert Stavins.

Harvard Project to Conduct Panel on Methane Emissions Abatement at COP-28

Efforts around and impacts of global methane-emissions abatement will be the focus at an official side event on December 6 co-sponsored by the Harvard Project on Climate Agreements at the 28th Conference of the Parties (COP-28) of the United Nations Framework Convention on Climate Change (UNFCCC) in Dubai. Harvard Project Director Robert Stavins will also participate in a number of other events at COP-28.

Bering Strait Navigation and Conservation in Times of Conflict

As climate change and economic activity in the region accelerate in the Bering Strait region, the United States and Russia have a common interest in mitigating these shared environmental risks. A November workshop hosted by Harvard Kennedy School’s Arctic Initiative, the Wilson Center’s Polar Institute, and the World Wildlife Fund (WWF) brought together seventeen experts to explore potential actions that the United States and Russia could pursue, jointly or independently, to protect the Bering Strait’s sensitive marine ecosystem and coastal communities.

Danish Climate Minister Lauds European Countries Vowing to Reduce their Dependency on Russian Gas During HPCA Virtual Forum

The Danish Minister of Climate, Energy, and Utilities expressed his hope that the tragic war in Ukraine will help accelerate the clean energy transformation by weaning Europe off Russian gas during a Virtual Forum (view recording here) last Friday (April 8). The event was hosted by the Harvard Project on Climate Agreements (HPCA) and moderated by Robert Stavins, HPCA Director and A.J. Meyer Professor of Energy and Economic Development.

Putin Puts world on Alert with High-Stakes Nuclear Posturing

Heather Williams, a nuclear expert at King’s College London and visiting fellow at the Harvard Kennedy School, said it was “totally ambiguous” but in keeping with a leader who has a history of being a “nuclear bully”. “It is classic Putin, creating ambiguity and uncertainty,” Williams said. “Putin is so good at that because he knows that it keeps people on edge.”

Francesca Giovannini, the executive director of the Project on Managing the Atom at the Harvard Kennedy School’s Belfer Center for Science, believes that the nuclear option, while improbable, should not be completely ruled out. “The circumstances are very complex,” she argues. “And he [Putin] is under a huge amount of pressure.”

And then there are the extreme circumstances of the moment. “I think that he is under huge internal pressure,” says Giovannini. “He’s not crazy. I don’t think that he would launch a strategic bomb. But it worries me that he could consider the option of a tactical one. To send a message that he is prepared to do anything to defend Russian interests. Thinking that perhaps an attack with a tactical warhead in Ukraine would not trigger a military reaction from NATO against Russia.”

War in Ukraine Enters a New Phase, Even More Unpredictable and Dangerous than the Last

The initial stage of the war in Ukraine has confounded expectations. Russia’s military invasion failed in key objectives, upending predictions of a rout of Ukraine. Then, after years of avoiding direct confrontations with Moscow, Western nations are now directly punishing Russian President Vladimir Putin and his allies with truly devastating economic sanctions while openly supplying arms to Ukraine.

Though there were peace talks for the first time on Monday, there are no signs that the cycle of escalation will go down. Amid unprecedented global pressure, Putin is doubling down on a defensive posture that pits Russia against almost everyone else in the world. He has ratcheted up the levels of violence in eastern Ukraine, bombarding the city of Kharkiv with suspected cluster munitions, while putting the country’s nuclear arsenal on alert.

Harvard Project on Climate Agreements Co-hosts COP26 Side Event on Securing Climate Ambition through Cooperative Approaches Facilitated by Article 6

With negotiators from around the world hammering out the details of a revised global climate deal at the 26th Conference of the Parties (COP26) of the United Nations Framework Convention on Climate Change in Glasgow, Scotland, much of the work is centered on reaching agreement on a set of rules governing the global carbon market. The so-called “Rulebook” for implementing Article 6 of the landmark 2015 Paris Agreement is considered by many to be critically important for enhancing ambition among countries for the plans and pledges contained in their Nationally Determined Contributions. Potential solutions to achieve consensus on the Article 6 Rulebook were the focus of discussion on November 10 at a COP26 side event—“Securing Climate Ambition with Cooperative Approaches: Options under Article 6.”
