On January 26, 2023, the Arctic Initiative hosted a book talk featuring Arctic Initiative Affiliate Douglas Causey, and Christian Leuprecht, Class of 1965 Professor in Leadership at the Royal Military College of Canada. Drawing from their new book, Polar Cousins: Comparing Antarctic and Arctic Geostrategic Futures, co-editors Causey and Leuprecht discussed the impacts of geopolitics and climate change on national and international security interests in both polar regions, as well as the lessons learned from the Arctic experience for addressing emerging challenges relating to governance, environmental protection, and maritime operations in the Antarctic.

As climate change and economic activity in the region accelerate in the Bering Strait region, the United States and Russia have a common interest in mitigating these shared environmental risks. A November workshop hosted by Harvard Kennedy School’s Arctic Initiative, the Wilson Center’s Polar Institute, and the World Wildlife Fund (WWF) brought together seventeen experts to explore potential actions that the United States and Russia could pursue, jointly or independently, to protect the Bering Strait’s sensitive marine ecosystem and coastal communities. 

Syra Madad issued a statement on two Biden Administration biodefense plans: National Biodefense Strategy and Implementation Planand the National Security Memorandum on Countering Biological Threats, Enhancing Pandemic Preparedness, and Achieving Global Health Security.

While stating that climate change is a “huge problem” in need of innovative solutions, Louisiana Congressman Garret Graves (R-6th district) made the case for bridging political divides by aligning environmental sustainability with economic sustainability during a Virtual Forum (view recording here) on Thursday (March 10). The event was hosted by the Harvard Project on Climate Agreements (HPCA) and moderated by Robert Stavins, HPCA Director and A.J. Meyer Professor of Energy and Economic Development. 

Belfer Center Fellow Syra Madad, an internationally  recognized leader and epidemiologist in public health and special pathogens preparedness and response, has been named to the National Science Advisory Board for Biosecurity (NSABB). The NSABB is a federal advisory committee that addresses issues related to biosecurity and dual use research at the request of the U.S. government. The board has 25 voting members selected for their expertise in areas that range from biosecurity, molecular biology, and animal and plant health to infectious diseases, biodefense, law enforcement, scientific publishing, and other related fields.

Harvard Kennedy School’s Belfer Center for Science and International Affairs today announced the appointment of Lori Garver and Beth Sanner as non-resident Senior Fellows. Garver is a former Deputy Administrator of the National Aeronautics and Space Agency (NASA) and current CEO of Earthrise Alliance. Sanner was Deputy Director of National Intelligence for Mission Integration and is now Professor of Practice at the University of Maryland's Applied Research Lab for Intelligence Security. They will both share their experience and expertise with students and faculty of Harvard Kennedy School and the greater Harvard community.      

Harvard Kennedy School’s Belfer Center for Science and International Affairs has named the Honorable Shirley Ann Jackson a non-resident Senior Fellow. Dr. Jackson, a theoretical physicist and President of Rensselaer Polytechnic Institute, has held senior leadership positions in academia, government, industry, and research. At the Belfer Center, Jackson will engage with students, faculty, and fellows at the nexus of science, public policy, and leadership.

“Shirley exemplifies the ideal of advancing science and technology for the public good,” said Belfer Center Director Ash Carter. “All of us at the Center are honored to welcome such a distinguished leader and scientist. The National Science Board was right to call her a ‘national treasure’ and we look forward to her engagement with our community.”

China recently launched the world’s largest emissions trading market, but it is just one component of the nation’s ambitious efforts to curb the rise in greenhouse-gas emissions. That was the message delivered on Thursday (July 22) by Carnegie Mellon University Associate Professor Valerie Karplus during a Virtual Forum hosted by the Harvard Project on Climate Agreements (HPCA) and moderated by Robert Stavins, HPCA Director and A.J. Meyer Professor of Energy and Economic Development.

The Harvard Project conducted a research workshop in June 2021, “Prospects for Guangdong Province’s Emissions Trading System.” Guangdong Province ranks first in economic output among China’s provinces and will play a major role in achieving increasingly ambitious national emissions-reduction targets. Guangdong’s emissions-trading system is, in turn, a key policy instrument in the Province’s climate-action plan.

The Biden Administration is showing a renewed commitment to addressing climate change, but there is still a long road ahead for the development of substantive domestic policies to reduce greenhouse-gas emissions. That was one of the messages delivered on Friday (April 30) during a Virtual Forum hosted by the Harvard Project on Climate Agreements.
