On March 21, The Future of Diplomacy Project jointly hosted a public seminar with the Belfer Center's Cyber Security Project titled "A 21st Century State: Anything is Possible." As the speaker for the public event, Prime Minister of Estonia, TaaviRõivas, spoke at length on the role that digital technology has played in the global competitiveness of Estonia's economy and the robustness of his country's governance and public sector services. The Prime Minister spoke to a large audience comprising of Harvard Kennedy School students, national security fellows, and local Estonian start-up entrepreneurs.

Internet penetration and the wider adoption of information communications technologies (ICTs) are reshaping many aspects of the world's economies, governments, and societies. Everything from the way goods and services are produced, distributed, and consumed, to how governments deliver services and disseminate information, to how businesses, and citizens interact and participate in the social contract are affected. The opportunities associated with becoming connected and participating in the Internet economy and the potential economic impact cannot be ignored.

This collective policy paper summarizes the main themes of Morocco's recent experience around migration policy. It draws upon many conversations with major stakeholders, group work, and site visits of the 16 Harvard students who participated in the winter field study course in Morocco and Italy, led by Prof. Claude Bruderlein and supported by the Middle East Initiative.

"Building on CRI 1.0, Cyber Readiness Index 2.0 examines one hundred twenty-five countries that have embraced, or are starting to embrace, ICT and the Internet and then applies an objective methodology to evaluate each country's maturity and commitment to cyber security across seven essential elements."

To assist Members of Congress and observers in analyzing these issues and judging a potential comprehensive agreement, the Belfer Center prepared this brief to outline the key facets of sanctions against Iran. Written as an addendum to our April policy brief, ‘Decoding the Iran Nuclear Deal,’ this report is driven by the policy debate’s leading questions.

On April 2, 2015, the E.U. (speaking on behalf of the P5+1 countries) and Iran announced agreement on “key parameters” for a comprehensive agreement on Iran’s nuclear program. The E.U.-Iran Joint Statement is buttressed by unilateral facts sheets issued by the U.S. and Iran, which provide further details of the framework accord. Negotiators now turn to translating this framework accord into a final comprehensive agreement by June 30, 2015. Members of Congress and their staffs, as well as informed citizens, are now focusing on the Iranian challenge and assessing the framework accord. The Belfer Center for Science and International Affairs at the Harvard Kennedy School has prepared this Policy Brief summarizing key facts, core concepts, and major arguments for and against the current deal aimed at stopping Iran from developing nuclear weapons. The purpose of this Policy Brief is not to advocate support for or opposition to the tentative deal that has been negotiated, but rather to provide an objective, nonpartisan summary to inform Members and others in coming to their own conclusions. The team of experts who prepared this report includes Democrats, Republicans, Independents, and internationals, who have many disagreements among themselves but who agree that this Brief presents the essentials objectively.

The case is designed to support a discussion of the costs and benefits associated with competing models of vulnerability disclosure. The trade in zero-days is a growing area of policy concern. The case can be used in courses on cyber policy, science and technology policy, or national security. It can be used to explore the concepts of public goods, dual-use technologies, and externalities.

In 1992, there were only a million users on the Internet; today, there are nearly three billion, and the Internet has become a substrate of modern economic, social and political life. And the volatility continues. Analysts are now trying to understand the implications of ubiquitous mobility, the "Internet of everything" and analysis of "big data." Over the past 15 years, the advances in technology have far outstripped the ability of institutions of governance to respond, as well as our thinking about governance.

The Cyber Readiness Index (CRI) examines thirty-five countries that have embraced ICT and the Internet and compares their maturity and commitment to protecting those investments using an initial objective assessment of where countries stand in cyber security in five areas.

What will be the shape of the internet in 20 years? The authors explore possible futures in global cyber security governance and recommend a robust set of actions that pave a path forward towards establishing an environment in which a more cooperative form of global cyber security governance could evolve.
