Iran and a New International Framework for Nuclear Energy

As early as the end of the Second World War it was recognized that nuclear fuel cycle technologies developed for military purposes—specifically, uranium enrichment and reprocessing—had major potential for peaceful applications but remained inherently dual-purpose, and if not controlled appropriately, could be diverted to military use. The very first issue considered by the newly founded United Nations was “the problems raised by the discovery of atomic energy.”

The abstracts in this booklet summarise the research presented at an academic symposium convened on the sidelines of the 2015 NPT Review Conference. As we write this, journalists and seasoned experts in the nuclear policy field have been speculating about the particularly difficult challenges facing the Review Conference this year. To address those challenges, we would urge all concerned to consider the ideas and analyses presented at this symposium. Experts would be hard-pressed to find a better collection of fresh ideas and approaches for assessing and strengthening the NPT.

In the lead-up to the nuclear security summit, Advancing Nuclear Security: Evaluating Progress and Setting New Goals outlines what was accomplished in a four-year effort launched in 2009 to secure nuclear material around the globe—and what remains to be done. The effort made significant progress, but some weapons-usable nuclear materials still remain “dangerously vulnerable." The authors highlight the continuing danger of nuclear and radiological terrorism and call for urgent action.

Suspension of Nuclear Activities Is Not End of Diversion Risks

A long-standing goal of diplomacy with Iran is persuading Iran to suspend its enrichment operations while it clarifies its past activities and while negotiations proceed on a more permanent resolution to the nuclear crisis. However, there is problem in using suspension of nuclear material production as a negotiating step: The technical details of suspension have never been clearly defined. The international community needs to be aware of the diversion risks during a suspension of enrichment activities and should mitigate these risks by including the necessary verification measures during negotiations and signing of any agreement on suspension.

In the 1970s, nuclear-power boosters expected that by now nuclear power would produce perhaps 80 to 90 percent of all electrical energy globally. Today, the official high-growth projection of the Organization for Economic Co‑operation and Developments (OECD) Nuclear Energy Agency (NEA) estimates that nuclear power plants will generate about 20 percent of all electrical energy in 2050. Thus, nuclear power could make a significant contribution to the global electricity supply. Or it could be phased out — especially if there is another accidental or a terrorist-caused Chernobyl-scale release of radioactivity. If the spread of nuclear energy cannot be decoupled from the spread of nuclear weapons, it should be phased out.

Threat Perceptions and Drivers of Change in Nuclear Security Around the World: Results of a Survey

Leaders at the 2010 nuclear security summit agreed on the goal of securing all vulnerable nuclear material in four years, but the factors that drive and/or constrain nuclear security changes are not well understood. Matthew Bunn and Eben Harrell surveyed nuclear security professionals in countries with nuclear weapons, HEU, or separated plutonium to explore this issue. This paper describes the survey, its results, and implications for strengthening global nuclear security.
