US Intelligence, the Coronavirus and the Age of Globalized Challenges

This essay makes three arguments. First, the US government will need to establish a coronavirus commission, similar to the 9/11 commission, to determine why, since April 2020, the United States has suffered more coronavirus fatalities than any other country in the world. Second, the COVID-19 pandemic represents a watershed for what will be a major national security theme this century: biological threats, both from naturally occurring pathogens and from synthesized biology. Third, intelligence about globalized challenges, such as pandemics, needs to be dramatically reconceptualized, stripping away outmoded levels of secrecy.

Choosing an Electoral System

As the drama of the Middle East’s democratic upheaval unfolds, the design of electoral systems is a crucial but underreported part of the story. Our original analysis of Iraqi elections in 2005 and 2010 demonstrate that small changes in how votes become seats can have a major impact on who governs. As such, they offer critical lessons for those shaping the contours of the democracies struggling to emerge in the Middle East today.

Iraq could be poised for a dramatic transformation in which it finally escapes the political and technical constraints that have kept it producing less than 4 percent of the world’s oil, writes Meghan L. O'Sullivan. Should Iraq meet its ambitions to bring nearly 10 million more barrels of oil on line by 2017, it would constitute the largest ever capacity increase in the history of the oil industry. Even half this much would represent a massive achievement.
