Despite a technically successful election with a record-breaking voter turnout,  U.S. institutions and procedures have not created the kinds of shared public consensus over the results of the 2020 election that they were supposed to. The authors write that the United States needs a dynamic stability, one that incorporates new forces into American democracy rather than trying to deny or quash them. This report is their attempt to explain what this might mean in practice

OSCE Minsk Group: Lessons from the Past and Tasks for the Future

The international community, acting through the OSCE Minsk Group, has been unable to induce the leaders of Armenia and Azerbaijan to resolve the Karabakh conflict, which began in 1988 and burst into a new round of fighting in September 2020. Leaders and populations on both sides had become increasingly maximalist; any leader willing to compromise could be branded a traitor. The 2020 fighting drastically changed facts on the ground. With Turkey’s assistance, Azerbaijan recovered much of the land it lost a generation previously. But Azerbaijan was compelled to permit Russia to deploy a large peacekeeping force, something it had resisted for 25 years. While its authority is diminished, the Minsk Group can play a role going forward in restoring confidence and communication between the sides, opening borders, and ultimately leading negotiations on the future status of the region.

The Modern Roots of the Graveyard for Diplomats: The Tripartite Conference on Cyprus in 1955

For nearly 60 years, attempts at finding a lasting political solution to the conflict in Cyprus have created an environment known as the “graveyard of diplomats” for practitioners of international relations.1 Hastily constructed by the British Royal Air Force in December 1963 because of intercommunal fighting between Greek Cypriots and Turkish Cypriots, a demilitarized buffer zone, or “Green Line,” partitioned the two communities and has separated the island and its inhabitants ever since. Now, Cyprus hosts an amalgamation of different powers: two British sovereign bases which cover 98 square miles, the “Green Line” patrolled by the United Nations Peacekeeping Force in Cyprus (UNFICYP) spanning 134 square miles, a de facto state only recognized by Turkey called the “Turkish Republic of Northern Cyprus” (TRNC) occupying one-third of the island, and the Republic of Cyprus which has de jure sovereignty over the entire island but is located in the southern two-thirds.

Considerations for Digital Contact Tracing Tools for COVID-19 Mitigation: Recommendations for Stakeholders and Policymakers

Many are looking to digital contact tracing to assist reopening efforts, especially in light of reports that the U.S. could expect as many as 100,000 more deaths due to the virus by this Fall. This report focuses on how the U.S. might consider various proposed solutions.

We believe there are real benefits, challenges, and even potential harms in using digital solutions in the fight against COVID-19, but we must also acknowledge that the promise of any technology and associated systems to assist manual contact tracing efforts is largely hypothetical in the United States. There is not one catch-all answer; the truth is that technology is not a panacea, but it may be able to assist official efforts at an unprecedented time. However, no technological solution can succeed without two specific factors: public trust and buy-in, and rapid, widespread testing for everyone living in the U.S. To achieve the first, a number of factors must be addressed by officials in the states looking to implement digital solutions, and by technology developers.

Three No-Regret Decisions for the Next Three Months: How Partners Can Assist Africa’s COVID-19 Fight

Covid-19 has been described by the Head of the Africa Centres for Disease Control and Prevention as “an existential threat to the Continent.” Updated forecasts by the World Health Organisation (WHO) warn that up to 190,000 people could die from Covid-19 in Africa, and notwithstanding continuing epidemiological uncertainty, it is already clear that Covid-19 threatens fragile health and economic systems across the continent. This paper considers the latest economic forecasts and assesses those now most at risk by highlighting potentially devastating “secondary effects” of the pandemic. Recognizing the leadership already shown by many African governments, and the steps already taken by the international community, the paper looks ahead and highlights three “no regret” decisions, which could and should be taken by the international community in the next three months to assist Africa’s Covid-19 fight.

History is replete with irony, but rarely more poignantly than in the summer of 2016 when, on 23 June, the UK voted to leave the European Union and the next day, 24 June, the EU published its Global Strategy document asserting its ambition of “strategic autonomy.” Whither Franco-British defense cooperation in such chaotic circumstances? This paper attempts to provide the outline of an answer to that question.

Transatlantic Dialogue: The Missing Link in Europe’s Post-Covid-19 Green Deal?

This policy brief emphasizes that the European Green Deal's effectiveness in a post Covid-19 world will require the involvement of strategic partners, especially the US. In the context of a potential US withdrawal from the Paris Agreement and the consequential vacuum, it will be even more important to engage the US in implementing the GD. In light of divergence between the US and the EU during past climate negotiations (e.g. Kyoto, Copenhagen, and Paris), we suggest a gradual approach to US engagement with GD initiatives and objectives.

The Strategic Postures of China and India: A Visual Guide

Fueled by aggressive rhetoric from both capitals, Indian and Chinese ground forces engaged in a standoff between June and August 2017. The Doklam crisis, as it became known, stimulated introspection among officials and experts in both states about the future of their relationship. Politically, both strategic communities largely concluded that the peaceful resolution of border disputes is now less likely, forecasting more rivalry than cooperation. Militarily, Indian discussions on the strength of its military position against China in their disputed ground frontier areas have converged on the view that China holds the conventional and nuclear edge over India in this domain.

Based on our analysis of data on the location and capabilities of Indian and Chinese strategic forces and related military units, we conclude that this assessment of the balance of forces may be mistaken and a poor guide for Indian security and procurement policies. We recommend that instead of investing in new nuclear weapons platforms that our analysis suggests are not likely to be required to deter China, New Delhi should improve the survivability of its existing forces and fill the gap in global arms control leadership with an initiative on restraint and transparency.

The networks of middlemen and intermediaries involved in the illicit procurement of weapons of mass destruction (WMD)-related goods and technologies often operate outside of the United States, which presents several legal and political challenges regarding U.S. trade control enforcement activities. This report considers the extraterritorial efforts of U.S. law enforcement in counterproliferation-related activities and their implications. In other words, how does the United States contend with violations of its weapons of mass destruction (WMD)-related trade controls in overseas jurisdictions, and what are the implications for broader U.S. and international nonproliferation efforts, as well as wider international security and economic concerns?
