Reducing the Use of Highly Enriched Uranium in Civilian Research Reactors is a report of the Committee on the Current Status of and Progress Toward Eliminating Highly Enriched Uranium Use in Fuel for Civilian Research and Test Reactors. The committee was established by the Nuclear and Radiation Studies Board, Division on Earth and Life Studies and the National Academies of Sciences, Engineering, and Medicine. The report is the result of a congressionally mandated study (P.L. 112-239, Section 31781) to assess improvement in reducing highly enriched uranium use in fuel for civilian research and test reactors.

Energy Technology Expert Elicitations for Policy: Workshops, Modeling, and Meta-analysis

Characterizing the future performance of energy technologies can improve the development of energy policies that have net benefits under a broad set of future conditions. In particular, decisions about public investments in research, development, and demonstration (RD&D) that promote technological change can benefit from (1) an explicit consideration of the uncertainty inherent in the innovation process and (2) a systematic evaluation of the tradeoffs in investment allocations across different technologies. To shed light on these questions, over the past five years several groups in the United States and Europe have conducted expert elicitations and modeled the resulting societal benefits. In this paper, the authors discuss the lessons learned from the design and implementation of these initiatives.

Transcending Mutual Deterrence in the U.S.-Russian Relationship

Even as this paper was being written and edited, U.S.-Russian relations have warmed and chilled. Today, as we are about to go to press, marks a particularly chilly period in recent history, with the cancellation of a planned Moscow Summit in September 2013. To some, this cold spell might signal an inapt moment to consider issues related to transcending mutual deterrence. Such a view would overlook the aims of the paper, which attempts to assess the central and enduring interests of the United States and Russia, the extent to which they coincide or conflict, and whether or not in light of these interests mutual deterrence should remain a fundamental feature of the relationship.

What Happened to the Soviet Superpower’s Nuclear Arsenal? Clues for the Nuclear Security Summit

Twenty years ago Russia and fourteen other newly-independent states emerged from the ruins of the Soviet empire, many as nations for the first time in history. As is typical in the aftermath of the collapse of an empire, this was followed by a period of chaos, confusion, and corruption. As the saying went at the time, “everything is for sale.” At that same moment, as the Soviet state imploded, 35,000 nuclear weapons remained at thousands of sites across a vast Eurasian landmass that stretched across eleven time zones. 

Today, fourteen of the fifteen successor states to the Soviet Union are nuclear weapons-free. This paper will address the question: how did this happen? Looking ahead, it will consider what clues we can extract from the success in denuclearizing fourteen post-Soviet states that can inform our non-proliferation and nuclear security efforts in the future. These clues may inform leaders of the U.S., Russia, and other responsible nations attending the Seoul Nuclear Security Summit on March 26-27, 2012. The paper will conclude with specific recommendations, some exceedingly ambitious that world leaders could follow to build on the Seoul summit’s achievements against nuclear terrorism in the period before the next summit in 2014. One of these would be to establish a Global Alliance Against Nuclear Terrorism.

Putting It All Together: The Real World of Fully Integrated CCS Projects

This study examines the legal, regulatory and financial issues encountered in nine planned commercial-scale carbon capture and sequestration (CCS) research, development and demonstration (RD&D) projects under Phase III of the U.S. Department of Energy’s Regional Carbon Sequestration Partnerships (RCSP) Program. In Phase III of the RCSP, financial issues dominated the outcomes in these projects, directly causing termination of three of the projects and contributing to termination in two others. Long-term liability and lack of coordination among regulatory authorities also posed significant barriers.

Several trends are advancing along crooked paths, each undermining this order. These trends include North Korea’s expanding nuclear weapons program, Iran’s continuing nuclear ambitions, Pakistan’s increasing instability, growing doubts about the sustainability of the nonproliferation regime in general, and terrorist groups’ enduring aspirations to acquire nuclear weapons. Andrei Kokoshin, deputy of the State Duma and former secretary of Russia’s Security Council, analyzes these challenges that threaten to cause the nuclear order to collapse in the following paper."

Proposed Liability Framework for Geological Sequestration of Carbon Dioxide

This paper proposes a framework for a liability regime for geological sites for sequestration of carbon dioxide. It incorporates issues that were discussed at the the June 21, 2010 Expert Workshop Addressing CCS Liability, Oversight, and Trust Fund Issues.

Harvard Law School’s Emmett Environmental Law and Policy Clinic* supports immediate large-scale carbon capture and sequestration (“CCS”) demonstration projects as part of a larger national and global effort to address climate change. Large-scale CCS projects (those that sequester at least 1.5 million tons of captured carbon dioxide (“CO2”) annually) must be demonstrated soon to confirm CCS as a viable strategy to combat climate change and to show the commitment of the United States to achieving meaningful reductions in domestic CO2 emissions.

This paper summarizes the discussions from a workshop convened by the Harvard Law School's Emmett Environmental Law & Policy Clinic in Washington, DC on June 21, 2010.

There is broad consensus in scientific, business, and political circles that carbon capture and sequestration ("CCS") must be demonstrated quickly on a large scale because it is likely to be an important technology for reducing carbon dioxide ("CO2") emissions throughout the world. Indeed, a number of commentators predict that it may be impossible to achieve significant emissions reduction in the United States and abroad without the use of CCS.

International Workshop on Research, Development, and Demonstration to Enhance the Role of Nuclear Energy in Meeting Climate and Energy Challenges

Dramatic growth in nuclear energy would be required for nuclear power to provide a significant part of the carbon-free energy the world is likely to need in the 21st century, or a major part in meeting other energy challenges. This would require increased support from governments, utilities, and publics around the world. Achieving that support is likely to require improved economics and major progress toward resolving issues of nuclear safety, proliferation-resistance, and nuclear waste management. This is likely to require both research, development, and demonstration (RD&D) of improved technologies and new policy approaches.

The U.S.-Russia Joint Threat Assessment of Nuclear Terrorism

Researchers from the United States and Russia have issued a joint assessment of the global threat of nuclear terrorism, warning of a persistent danger that terrorists could obtain or make a nuclear device and use it with catastrophic consequences. The first joint threat assessment by experts from the world’s two major nuclear powers concludes: “If current approaches toward eliminating the threat are not replaced with a sense of urgency and resolve, the question will become not if but when, and on what scale, the first act of nuclear terrorism occurs.”
